Councihn.,m~b{;c t'~;tcrson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #89-06-130 <br /> <br />REVISION:'; T() ORDINANCE REGULATING CONNECTION TO SANITARY <br />SEWER <br /> <br /> W~t E I4 };AS, tile City of Ramsey submitted a Comprehensive Plan amendment to the <br />Mctropoli',a~ (~.,mf~cil on January 26, 1989; and <br /> <br /> W~I Ellis;AS, the Metropolitan Council's review has stated a need to revise specific <br />provision:; (>f Ibc .~2ity's Comprehensive Plan and ordinances regulating connection to the public <br />sanitary s~:wec ~y:¥~.em; and <br /> <br /> W'~II:;~t'~i;AS, it is the intent of the City to comply with Metropolitan Council's policies in <br />this regard; ~md <br /> <br /> I¥I.t~;I¢!,;AS, it is the intent of the City Council to modify its policy to comply with <br />Metro Core,cji I'.'ramework provided that the Metropolitan Council approves the City's current <br />request lo ex[,a~d lhe MUSA area; and <br /> <br /> Wtti¢:I¢EAS, it is the desire of the City Council to safeguard the public's health and <br />welfare arid t,~ i~ro;,ide for sound stewardship of the City's natural resources. <br /> <br />NOW, ~I'HI,;REFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY ()il,' I~AMSEY~ ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br /> shall revise its sanitary sewer/subdivision ordinances adding a definition of <br />a,,ailability consistent with that used by the Metropolitan Waste Control <br /> (MWCC). <br /> <br />2) <br /> <br />~l'ha~ tht~ City shall continue to require existing and new development to connect to the <br />(5 tV ~;,'.w'~ :r system within two years after sewer is available as defined by the MWCC. <br /> <br />3) <br /> <br />q'ha~ ~l~o ,City shall transmit information mailings to existing development which must <br />co~mc~<.'.l: t,~ the City sewer system within two years of sewer availability. Such mailings <br />shall N'. ~l(me each six months based on the plan dated June 12, 1989 which indicates <br />sr~w~-',~v~filat)ility. <br /> <br />4) <br /> <br />Tha~: l:h~; City shall guide new development within the MUSA to areas served by public <br />S~fll il ~Wy ~;~Wel'. <br /> <br />5) <br /> <br /> City shall limit the number of sanitary sewer connections to 500 additional <br /> (b.:tsed on a start date of January 1, 1989) until the Anoka Waste Water Treatment <br />i~ha:¢~: out is completed. <br /> <br />6) <br /> <br />~l't-~;t~ i~ is the City's intent to negotiate with Metropolitan Council the proper number of <br />let:i('.'s b~,sed on its flows in 1991 in the event that the Anoka Waste Water Treatment <br />Plant ph~.se out is not complete.
