C(~t.~cihr~c.~tl(:~ l't:arson introduced the following resolution and moved for its adoption: RESOLUTION #89-07-166 Ill;;S()l,lJT~l~ixl ENTERING INTO A JOINT POWERS AGREEMENT WITH THE NORTtl MI~;'I'I.:.O MAYORS ASSOCIATION (NMMA) TO FORM A NEW JOINT POWI,;I~S ;¥!A~I:KETING ORGANIZATION CALLED THE "NORTH METRO I)F, VI~;1,I)I'3dl,;~VI' ASSOCIATION" (NMDA) YVi!I~EREAS, the City of Ramsey is a participating member of the North Metro Mas, o~'s As.'--',c:~-i;~ti~;n (NMMA); and W~I'EREAS, the City of Ramsey has been presented with a proposal by the North Mc~ro M;~yor~, Association to establish an association called the North Metro Development Associa~ ion ( N Mi )A) for the sole purpose of assembling and disseminating information concerning thc colnnlt!~ili::s wilhin which the members of the North Metro Development Association are located a~_,l ~) [)t';)m~)te economic development within the Northern Suburbs through the implemc~t;~ti~;~ of t', public relations and marketing plan and related governmental relations aclivitics; ',.,d ~,,Vitli;R/,iAS, thc assembly and dissemination of information concerning the N~.-thcr~l N~!~t~'l~:; and the promotion of economic development within the Northern Suburbs through thc i~;p!c mcnlation of a public relations and marketing plan and related governmental rclatio~s a~ci ivii i._~:; serves the member communities by enhancing the economy and general welfare o[ the No~tt~c~'~ .'1~, b~rbs and of the member communities; and V~/~IEREAS, Minnesota Statutes Section 471.59 authorizes two or more govt;r~cI~i~li t.li~s to enter into an agreement for a joint and cooperative exercise of any power common 1.'.~ i}~c t:~.~tl'acting p~u'ties.
