Counci]mex~b.?r Pearson introduced the following resolution and moved for its adoption: RESOLUTION %89-07-173A RESOLUTiOI,~ FQR HEARING ON PROPOSED ASSESSMENT (~89-7 BEAUDRY'S SECOND ADI'>I'['[ON STREET SEAL COATING IMPROVEMENT) WHRI.%AS, by a resolution passed by the council on July 25, 1989, the ('.J i~y Administrator was directed to 'prepare a proposed assessmo~[, of the cost of improving the streets in the plat of Beaudry'~ Second Addition. Al,Ill W~I'E~{EAS, the City Administrator has notified the council that suet, proposed assessment has been completed and filed in his office J~ov p~{blJ.c inspection, NOW ']'fN~:RSF'}i¥';, BE IT RESOLVED BY THE CITY COUNCIL OF RAMSEY, MINNF, SOT~a. ~ 1) A heaci'~g shall be held on the 15th day of August in the city hall_ at 7:10 p.m. to pass upon such proposed assessment and at such time art. d f?k~t~'.e all persons owning property affected by such improveme~, wj.]_~ be given an opportunity to be heard with reference to such ;~ %~Q:',::Jmcrlt . 2) The Ci. iy ~dministrator is hereby directed to cause a notice of the hear:;'..~ on the proposed assessment to be published once in the official ~(~w:u2aper at least two weeks prior to the hearing, and he shall stai~; 4n the notice the total cost of the improvement. He shall a]:;~ cause mailed notice to be given to the owner of each parcel d.e:~:.~'ibed in the assessment roll not less than two weeks prior to ii!~'~ hearings. 3) The own~? of any property so assessed may, at any time prior to cer'tificai~Jor, of the assessment to be county auditor, pay the whole of the a~-~ssment of such property, with interest accrued to the date of l~.~yment, to the city, except that no interest shall be charged i.i l;be entire assessment is paid within 30 days from the adoption ~>~ the assessment. He may at any time thereafter, pay to the City '~.ho entire amount of the assessment remaining unpaid, with interesh ~c~,coed to December 31, of the year in which such payment is made.
