Councihn(:r;¢)er Pearson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #89-08-192 <br /> <br />RESOLUTION AIJTHORIZING A COST AGREEMENT BETWEEN METROPOLITAN <br />COUNC!L AND CITY OF RAMSEY FOR SITE P LANDFILL REVIEW COSTS <br /> <br /> Wt-tEREAS, the City of Ramsey is host to a regional landfill and candidate Site <br />"P" is Io(;a!(;(:l within the City; and <br /> <br /> WHEREAS, the Waste Management Act amendments of 1989 include a provision <br />to reimburse co~nmunities for the costs of technical analysis associated with the candidate <br />landfill sit(:s; <br /> <br />Wi--IEREAS, the City is eligible for cost reimbursement; and <br /> <br /> WHEREAS, tile legislation effective August 1, 1989 authorized the <br />Metropolihu~ (;ouncil to use regional solid waste bond process to reimburse eligible <br />communities f,)r certain costs incurred after December 1, 1986; and <br /> <br />W!~EREAS, the City has incurred certain costs and will incur additional costs. <br /> <br />NOW 'FttFI{EF()RE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSE¥, ANOF, A COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> I ) That the Mayor and City Administrator are hereby authorized to enter into <br />a cost agreement; for tip to the maximum amount of reimbursement funds ($100,000) available <br />to tile City. <br /> <br /> 2 ) That the City submit a letter of intent to enter into a cost agreement to <br />Mc, h'opolilal~ C.o~.~ncil. <br /> <br /> 3 ) That Merland Otto of Hakanson Anderson Associates, Inc. shall outline the <br />scope of work lot technical analysis and coordinate the same with the City. <br /> <br /> 4 ) That the City continue to assemble a project team to provide specific areas <br />of expertise hr;~:ded for the technical review of Site P ElS and related documents. <br /> <br /> ..~ ) That the City's acceptance of reimbursement funds does not indicate any <br />intention of w(;h;o~ning Site P and encouraging it's location. <br /> <br />Tho motion l,)r tl~ adoption of the foregoing resolution was duly seconded by Councilmember <br />DeLuca and upnn vote being taken thereon, the following voted in favor thereof: <br /> <br /> <br />
