Councilmc~b,':r Pearson intrcxtuced the following resolution and moved for its adoption: RESOLUTION #89-09-251 RESOLUTi(}N APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS (IMPROVEMENT PROJECT #88-27 SUNFISH LAKE BOIJ~I~EVARD N.W. AND HIGHWAY #10 STORM SEWER WtlEREAS, pursuant to a motion passed by the Ramsey City Council on the 1 l th day of April~ i989, the City Engineer, Mr. Peter Raatikka of Hakanson Anderson Associates, Inc. has prepared plans and specifications for Improvement Project #87-27 Sunfish Lake Boulevard N.W. audt lighway #10 Storm Sewer Construction and has presented such plans and specifications:; It> tiic Council for approval. NOW TilEI{EibORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: t ) That such plans and specifications, a copy of which is attached hereto and made a p~rt hc.~'coi', are hereby approved. 2) That the City Administrator shall prepare and cause to be inserted in the official l)Vpt:~ (Anoka County Union) and the Construction Bulletin an advertisement for bids upon the making of hn(;h improvement under such approved plans and specifications. The advertisement shall be pul,lished for 10 days, shall specify the work to be done, and shall state that bids will be received by thc City Administrator until 11:00 a.m. on October 10, 1989, at which time they will be publicly opened iu the Council Chambers of the Ramsey Municipal Center by the City Administralor and City Engineer, will then be tabulated, and submitted to the State's Municipal Agreement?; !ingincer for concurrence by the State in the award of the contract. Upon written notice of corn:re'fence by the State, the City Council will consider the bids. Any bidder whose responsibility i.:; q~ ~estioned during consideration of the bid will be given an opportunity to address the Council cm thc issue of responsibility. No bids will be considered unless sealed and filed with thc City Ad~it,4st~'ator and accompanied by a cash deposit, cashier's check, bid bond or certified check I)ayabl~: ~) the Cily of Ramsey fbr five (5) percent of the amount of such bid.
