Councilnfcmbcr Pearson introduced the following resolution and moved for its adoption: RESOLUTION #89-09-253 RESOIAJ'i'I¢)N APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS (STORM SEWER CONSTRUCTION LOT 3, BLOCK 5, WHISPERING PINES ESTATES - JARSONS) Wi-IEREAS, pursuant to a motion passed by the Ramsey City Council on the 11 th day o~: .l~iy, 1989, the City Engineer, Mr. Peter Raatikka of hakanson Anderson Associates, Inc., has l~rq~m'cd plans and specifications for Storm Sewer Construction on Lot 3, Block 5, Whispcritw~ l~i~,x; Estates and has presented such plans and specifications to the Council for approval. NOW T~IERt.,;Ic(.}I{E, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAM};!C'(, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That such plans and specifications, a copy of which is attached hereto and made a pari tx:.rcx ~!', are hereby approved. 2) 'l'hat the City Administrator shall prepare and cause to be inserted in the official l>aix;r (:\noka County Union) and the Construction Bulletin an advertisement for bids upon the making of stlcl~ improvement under such approved plans and specifications. The advertisement shall be publi:d~cd for 10 days, shall specify the work to be done, and shall state that bids will be received by thc City Administrator until 11:15 a.m. on October 10, 1989, at which time they will be publicly r>pcned in the Council Chambers of the Ramsey Municipal Center by the City Administrator and City Engineer, will then be tabulated, and submitted to the State's Municipal Agreements Engim;er for concun'ence by the State in the award of the contract. Upon written notice of concummce by the State, the City Council will consider the bids. Any bidder whose res pon si bi ltl y is qucstion ed during consideration of the bid will be given an opportunity to address the Council ou thc issue of responsibility. No bids will be considered unless sealed and filed with thc City Administrator and accompanied by a cash deposit, cashier's check, bid bond or certified check payabl,.: Io rix; City of Ramsey for five (5) percent of the amount of such bid.
