<br />RESOLU't'~ON APPROVING A MODIFIED DEVELOPMENT PROGRAM FOR
<br />DEVELOPMENT DISTRICT NO. 1, A MODIFIED TAX INCREMENT FINANCING PLAN
<br />FOR TAX INCREMENT FINANCING DISTRICT NO. 1, AND A MODIFIED TAX
<br />INCREMENi FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 4.
<br />
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, At4OK/~ COUNTY, STATE OF MINNESOTA, as follows:
<br />
<br /> i.01. That the City of Ramsey (City) approved the creation of Development
<br />District No. i ([}ovelopment District) and adopted a program (Program) for the Development
<br />District in a~-:cordance with _Minnesota Statute, Sections 469.124 through 469.134
<br />(Developn~onl Ois~rict Act) on August 27, 1985.
<br />
<br /> i 0;!. That the City modified the Program for Development District No. 1 on June
<br />30, 1986, /\,.~gu:~[ 12, 1986, June 9, 1987, August 11, 1987, March 29, 1988, April 20,
<br />1988, and July 2.0, 1988.
<br />
<br /> i_o.t. -f'hat the City established Tax Increment Financing District (TIF District)
<br />No. 1 on Au!ltl.or ?.7, 1985, and modified the TIF Plan therefore on August 12, 1986, June 9,
<br />1987, and April 76, 1988.
<br />
<br /> i.(~r'i'. Tt]at the City established TIF District No. 4 on August 11, 1986 and
<br />modified tho ri? Plan therefore on March 29, 1988.
<br />
<br /> 1.0!,. That the City determined that it is necessary to modify the Program and
<br />the TIF Plahs 'h:>t -~'IF District No. 1 and TIF District No. 4, and has authorized the preparation of
<br />such modifications, all of which are contained in a document entitled "Modified Development
<br />Program, Development District No. 1, Modified Tax Increment Financing Plan, Tax Increment
<br />Financing District No. 1, and Modified Tax Increment Financing Plan, Tax Increment Financing
<br />District No. 4, City of Ftamsey, Minnesota," dated November 14, 1989.

<br /> i.0o. That the modified Program and Plans were, in accordance with the
<br />Developmen', [)istr'ict Act and TIF Act (collectively, Acts), referred to the Ramsey planning and
<br />zoning commis~;ion, which found that they conform to and are not in conflict with the general
<br />plan for th(; .rk;w;lol~ment of the City as a whole.

<br /> 1.0-/. That the copies of the modified Program and TIF Plans have been forwarded
<br />to Independ~l~ S(:-i~ool District No. '11 and to Anoka County along with a notice of the public
<br />hearing as rcqt,'irr?d by the Acts.
<br />
<br /> 1.o8. That the City Council has fully reviewed the contents of the modified
<br />Program and 'I-IF Pkms and has this date conducted a public hearing thereon at which the views
<br />of all intere.'~ted pe~sons were heard.
