AND <br />TIlE N¢}I~.T}IERN CITY BOUNDARY) <br /> <br /> WItI~;I;tEAS, pursuant to a resolution of the Ramsey City Council adopted January 23, <br />1990, a rt:port ha!~ been prepared by Mr. Peter Raatikka of Hakanson Anderson Associates, Inc., <br />with rcferencx: to bituminous surfacing improvement (Waco Street N.W.
