WIIIi;R~,;AS, the City Council finds that the "Site P" buffer area is needed in order to <br />distance thc prop~_,sed landfill site and landfill related activities from other land uses within the <br />community ;md th3reby mitigate adverse landfill impacts; and <br /> <br /> WItEREAS, the location of a composting facility in the "Site P" buffer area may be <br />viewed by Ihosc agencies charged with selecting landfill sites as a positive factor and thereby <br />encourage thc sekction of "Site P". <br /> <br />NOW TIIER|,;FORE, BE IT RESOLVED BY THE RAMSEY CITY COUNCIL, <br />ANOKA C~.)UNT¥, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That l l~c City of Ramsey finds that the proposed establishment of a yard waste compost site <br />by Waste Management of Minnesota, Inc. is considered a development activity, and as <br />such is a d-.:zvclopment. <br /> <br />2) <br /> <br />That Ihe Ramsey City Council hereby requests the Metropolitan Council and the County of <br />Anoka to act upon the proposed yard waste compost site application from Waste <br />Management of Minnesota, Inc., pursuant to Minnesota Statute {}473.806. <br /> <br />3) <br /> <br />q'ha~ [mud mg notification from the Metropolitan Council and Anoka County of their <br />rcspc,ztive actions as directed by Minnesota Statute §473.806, Ramsey will not proceed any <br />furtbe~ on ihe CUP application of WMMI. <br /> <br />4) <br /> <br />q'tmt the i4amsey City Council hereby directs staff to submit this resolution to the <br />Mctropo!it:m Council and Anoka County. <br /> <br />q'he moti{m for thc adoption of the foregoing resolution was duly seconded by Councilmember <br />Cich and ~tpo~t vote being taken thereon, the following voted in favor thereof: <br /> <br />and thc fbllr~wiag voted against the same: <br /> <br />and thc foll(;wing :tbstained: <br /> <br />Cou ~1~ ;ii m( tuber Peterson <br /> <br />and thc foil{hying were absent: <br /> <br /> <br />
