Councihncr,~t×~r Cich introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #90-04-121 <br /> <br />POLICY VOR FILLING CITY POSITIONS IN SALARY GRADES 1, 1.5 AND 2 <br /> <br /> WIll,;REAS, at the Personnel Committee meeting on April 3, 1990 there was discussion <br />regarding the'. hiri ~tg procedure for the entry level positions in salary grades 1, 1.5 and 2 and how <br />to expedim the ~ime frame for filling these entry level positions. Positions in these salary grades <br />include Accounting Technician, Building Maintenance Worker, Community Development <br />Inspector, Da m l~;rm-y Clerk, Receptionist, Secretary and Pubhc Works Maintenance Worker; and <br /> <br /> WI1ERE;~.S, cun'ent hiring procedures include selecting qualified applicants for telephone <br />and in-pers(,n ime~x, icws with the Personnel Coordinator with top candidates being interviewed by <br />thc Dcpartmc. u.'- !Icad. The Department Head then makes a recommendation to the City <br />Ad mini st~'ator wt~ reviews application and interviews final candidate. The final candidate is then <br />presented to the Personnel Committee for interview; and <br /> <br /> WII I~;RI,iAS, the Personnel Committee stated that their participation in the hiring of all <br />employees pr(wides a certain amount of checks and balances; and <br /> <br /> WHEREAS, the consensus of the Personnel Committee at their April 3, 1990 meeting <br />was that thc t,~p candidate, or top two candidates in the case of equal rankings, for entry level <br />positions ahot~ld b~.; interviewed by the Personnel Committee with support documentation provided <br />by City SIM'!'; awl <br /> <br /> WI! EREAS, City of Ramsey City Code requires that City Council perform all hiring; <br />however, Ciiy (~,3t,ncil can delegate authority for hiring; and <br /> <br /> WI IE REA S, the Personnel Committee, at their meeting of April 11, 1990, recommended <br />that City Council delegate the Personnel Committee the authority to fill City positions for <br />employees i~ sala~ y grades 1, 1.5 and 2. <br /> <br />NOW TIIF, REFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSi);¥, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That thc.
