W}i~;~EAS, by a resolution passed by the City Council on July 25, 1989, the City Administt~a~;or was directed to prepare a proposed assessment of the cost of improving with sanitary sewer, watcrm;fin, ~;torm sewer, and street improvements for Rivlyn Avenue N.W.; and WH E [:rEA S, the City Administrator has notified the Council that such proposed assessment has been complected and filed in his office for public inspection. NOW T~IERE~'ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSE~ AN(IKA COUNTY, STATE OF MINNESOTA, as follows: 1) Thai :t i~ca~'ing shall be held on the 5th day of September in the City Hall at 8:15 p.m. to pass upo~ st~ct:, proposed assessment and at such time and place all persons owning property affecl cci by such improvement will be given an opportunity to be heard with reference to such as 5CY;SJ 1 lC Il i_, 2) Tidal ~hl.. City Administrator is hereby directed to cause a notice of the hearing on the proposed as:.;c:~:~mcm to be published once in the official newspaper at least two weeks prior to the hem'mg~ and he shall state in the notice the total cost of the improvement. He shall also cause mai/¢,t notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. 3) That ih:: owner of any property so assessed may, at any time prior to certification of the asr;¢:;:;mcm to be county auditor, pay the whole of the assessment of such property, with interesi accrued to the date of payment, to the city, except that no interest shall be charged if thc cmi~:c assessment is paid within 30 days from the adoption of the assessment. He may at any ti~,~z thereafter, pay to the City the entire amount of the assessment remaining unpaid, with intcre~;i accrued to December 31, of the year in which such payment is made.
