CouncJlmemb{ :r Petcrson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #90-08-286 <br /> <br />RESOLiJTI~)N RELATED TO THE PRESERVATION OF THE NATURAL <br />VALUES Oil' 'I'ItE LAND ACQUIRED IN SECTION 23, TOWNSHIP 32 NORTH, <br />RANGE 2..~; WEST, LYING WEST OF SUNFISH LAKE BOULEVARD N.W. <br /> <br /> WI[E!{EtkS, the City of Ramsey has been notified by the Minnesota Department of <br />Natural Re,",om'ccs that a permit (DNR Permit ~q90-6306) is required for the construction of 153rd <br />Avenue t}mmgh state protected wetlands 657-W and 114P in accordance with Minnesota Statutes, <br />Chapter ] 05.4.2; ~ nd <br /> <br /> WIH,;REAS, the City of Ramsey has been notified by the Minnesota Department of <br />natural R,:soarccs in accordance with Minnesota Rules, part 6115.0190, subpart 5., that mitigation <br />would br. re(luircd for the filling 2.9 acres of wetland during the construction 153rd Avenue <br />project; and <br /> <br /> Wlll4R_EAS, the DNR has requested that approximately five acres of land be acquired <br />for mitigation t~' I:~c. wetlands being filled; and <br /> <br /> WIi. I,;~EAS, the perpetual preservation of the land to be acquired in the N.W. 1/4 of <br />Section 23 in ii s natural state will satisfy the conditions needed to obtain a Department of Natural <br />Resource:; !:~crt n i t 2~r p iacemen t of roadfill in wetlands 657-W and 114P; and <br /> <br /> WIIEREAS~ the land acquired left in its natural undisturbed state will provide all the <br />amenities a;;sociated 'with natural habitat for wildlife. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEV~ ANOKA COUNTY, STATE OF MINNESOTA; as follows: <br /> <br />1) <br /> <br />Thai ih~: Cily agrees to purchase the approximate 5 acres of land in the N.W. 1/4 of Section <br />2?,, Tuwm;hip 32 North, Range 25 West lying west of Sunfish Lake Boulevard N.W. <br /> <br />2) <br /> <br />Th~, ibc C. ity hereby approves the perpetual preservation of the land in undisturbed open <br />space, f;~' ihe values typically associated with natural wetlands, such as wildlife habitat, <br />aesth,zi its, biological productivity, water quality enhancement and storm water retention, <br />arid th;~t thc. laad acquired shall be preserved without removal or cutting of vegetation, <br />ex c~vali~g, f'illing or construction that may adversely impact its natural characteristics. <br /> <br />The motio~ -:o? the adoption of the foregoing resolution was duly seconded by Councilmember <br />Pearson and ~i.'.cm vote being taken thereon, the following voted in favor thereof.' <br /> <br />Mayor i{cinmnn <br />Cotl~l,,';i [member Peterson <br />C()tmcJ imcmber Pearson <br />Cotmcii mcm~r Cich <br />Council member DeLuca <br /> <br />and thc foll,r~wi~g voted against the same: <br /> <br />N( <br /> <br /> <br />
