Councilmcmb( r I ,cLuca introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #90-09-295 <br /> <br />RES()LU'Ft(~N ADOPTING ASSESSMENT (IMPROVEMENT PROJECT #89-13 <br />WATER, S;EWIgR AND STREET SURFACING OF RIVLYN AVENUE N.W.) <br /> <br /> WIII,;~':~,;AS, pursuant to proper notice duly given as required by law, the Ramsey City <br />Council ha:; ~,ct and heard and passed upon all objections to the proposed assessment for the <br />following sc,~v,:r, water and street sm'facing improvement: <br /> <br />a) <br /> <br />Ri':/yn Avenue N.W. between the eastern City boundary and the westerly cul-de- <br />:~;a~: 1 orrnintls <br /> <br />NOW TIIE~{F~FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAh/ISESL ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />Tl~at :;~ ~:;h proposed assessment, a copy of which is attached hereto and made a part hereof, <br />is hcrc:l>y ~tccepted and shall constitute the special assessment against the lands named <br />thc:roi,. :md each ti'act of land therein included is hereby found to be benefited by the <br />pr;)pes~d i~ the amount of the assessment levied against it. <br /> <br />2) <br /> <br />That ,';~ ~ch :tsscssment shall be payable in equal annual installments extending over a period <br />of tc~ yca:,s, the first of the installments to be payable on or before the first Monday in <br />Janua~T. 1091 and shall bear interest at the rate of 8.8 per cent annum from the date of the <br />adopti~},.~ ,o ~ this assessment resolution. To the first installment shall be added interest on <br />thc: cr.,ib'(: ;~ssessment from the date of this resolution until December 31, 1990. To each <br />subseqt~c.m installment when due shall be added interest for one year on all unpaid <br /> <br />3) <br /> <br />'l'hai ~l~c: o-,vner of any property so assessed may, at any time prior to certification of the <br />as,';e;;,':mc:ni to the Anoka County Auditor, pay the whole of the assessment on such <br />propcriy, with interest accrued to the date of payment, to the City Finance Department, <br />excei)i ti~at no interest shall be charged if the entire assessment is paid within 30 days from <br />thc: adoption of this resolution; and he may, at any time thereafter, pay to the City Finance <br />Dep~mmc. nr the entire amount of the assessment remaining unpaid, with interest accrued to <br />Deccm[,cr 131 of the year in which such payment is made. Such payment must be made <br />belbrc ('}ct(,ber 10, or interest will be charged through December 31 of the next succeeding <br />yom'. <br /> <br />4) <br /> <br />Th ;~t a ,::,~rti fled duplicate of this assessment be transmitted to the Anoka County Auditor's <br />offict: tubc extended on the proper tax lists of the County, and such assessments shall be <br />col le, :i ('d a~ d paid over in the same manner as other municipal taxes. <br /> <br />Thc motion ol ',[~e adoption of the foregoing resolution was duly seconded by Councilmember <br />Pearson and ~ p(,n ,otc being taken thereon, the following in favor thereof: <br /> <br /> <br />
