Councihncm~>::r Cich inn'oduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #90-10-341 <br /> <br />RESOIAJT;~(~N ADOPTING POLICY FOR SURFACING OF PLAYGROUND <br />EQUIPMENr~' /'~REAS IN CITY PARKS <br /> <br /> WII~ EIIEAS, the City Council of the City of Ramsey has supported the development of <br />recreation playt;m.~md facilities at City Parks; and <br /> <br /> Wll Ett. F./q.S, nearly 70% of playground injuries nationwide reportedly are caused by <br />falls from mltfipment, the City of Ramsey is concerned with the cushioning properties of <br />playground :;~uYac: ng at City Parks; and <br /> <br /> WIIEI[tl,;/~oS, many of the playground equipment areas of the City currently have no <br />resilient sm'facit~g, but rather are situated on indigenous soils. <br /> <br />NOW TIlI(REI~.~ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY~ ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />l ) That thc ( ~i ~y desires to enhance safety for recreational users within the City park system. <br /> <br />2) <br /> <br />That it :.;hail be tl~e policy of the City that all new playground equipment installations be <br />provided w ith resilient surfacing prior to making the equipment available for use. <br /> <br />3) <br /> <br />Thai ii :.;h~;[I further be the policy of the City to retrofit existing playground areas with <br />resil i¢~,t s~,facing to the extent that funds permit. <br /> <br />4) <br /> <br />That it i:¢ rc:alized that due to funding limitations, it may require several years to complete <br />the p r,~cess of upgrading surfacing of existing playground equipment areas. <br /> <br />Thai suimbie resilient surfacing materials are defined as loose sand, pea gravel, bark, wood <br />fiber. ~'~bb~::r mulch or rubber mat systems. <br /> <br />The motion for th,-~ adoption of the foregoing resolution was duly seconded by Councilmember <br />DeLuca arid u I>~n vote being taken thereon, the following voted in favor thereof: <br /> <br />and the followi~-,$~ voted against the same: <br /> <br />Nol](, <br /> <br />and the fol[o,.~ing ~,bgtaine(l: <br /> <br />No[/c <br /> <br />and the fol!o.~,i~.!,. ~?ere absent: <br /> <br />Mayr,~ I~(~il ,mnn <br /> <br /> <br />
