Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #91-03.072 <br /> <br />RESOLUTION APPROVING JOINT POWERS AGREEMENT BETWEEN THE <br />CITY OF RAMSEY AND ANOKA COUNTY FOR FUNDING OF 1991 <br />LANDFILL ABATEMENT ACTIVITIES IN THE CITY OF RAMSEY <br /> <br /> WHEREAS, the State of Minnesota Legislature enacted the Select Committee on <br />Recycling and the Environment (SCORE) legislation which provides for collection of the sales tax <br />on solid waste disposal; and <br /> <br />WHEREAS, counties are responsible for the distribution of said funds to municipalities; <br /> <br />and <br /> <br /> WHEREAS, a joint powers agreement between Anoka County and the City of Ramsey is <br />required prior to distribution of funds for municipal landfill Abatement Programs for the SCORE <br />tax money. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City of Ramsey hereby approves the joint powers agreement between the City of <br />Ramsey and Anoka County regarding full participation by the City of Ramsey in <br />establishing landfill abatement programs pursuant to SCORE legislation and funding from <br />Anoka County regarding the same. <br /> <br />2) <br /> <br />That the Ramsey City Council hereby authorizes the Mayor and Acting City Administrator <br />to sign the joint powers agreement and any other necessary documents required on behalf <br />of the City. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Beyer and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gilbertson <br />Councilmember Peterson <br />Councilmember Beyer <br />Councilmember Hardin <br />Councilmember Cich <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br /> <br />
