34. WMI Environmental Monitoring Laboratory (EML) in Geneva, Illinois, is to perform sample analyses (in accordance with the NPDES permit requirements) because of their superior VOC analytical capabilities (RAP - February, 1990). 35. That the Applicant will require permits for groundwater appropriation and discharge to surface waters from the State Department of Natural Resources in addition to permit requirements of the Department of Health, Anoka County and the Lower Rum River Management Organization. 36. That the proposed use will not substantially adversely impair the use, enjoyment or market value of any surrounding property. 37. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. 38. That the proposed use will be harmonious with and in accordance with any specific objectives of the Comprehensive Plan. 39. That the proposed use will be designed, constructed, operated and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity and will not change the essential character of the area. 40. That the proposed use will not be hazardous or disturbing to existing or future neighboring uses. 41. That the proposed use will be a substantial improvement to property in the immediate vicinity and to the community as a whole. 42. That the proposed use will be served adequately by essential public facilities and services. 43. That the proposed use will not involve uses, activities, processes, materials and equipment and conditions of operation that will be detrimental to any persons, property or the general welfare by reason of excessive production of traffic noise, smoke, fumes, glare or odors.
