34. <br /> <br />WMI Environmental Monitoring Laboratory (EML) in Geneva, Illinois, is to <br />perform sample analyses (in accordance with the NPDES permit requirements) <br />because of their superior VOC analytical capabilities (RAP - February, 1990). <br /> <br />35. <br /> <br />That the Applicant will require permits for groundwater appropriation and <br />discharge to surface waters from the State Department of Natural Resources <br />in addition to permit requirements of the Department of Health, Anoka County <br />and the Lower Rum River Management Organization. <br /> <br />36. <br /> <br />That the proposed use will not substantially adversely impair the use, <br />enjoyment or market value of any surrounding property. <br /> <br />37. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental <br />to persons residing or working in the vicinity of the use or to the public welfare. <br /> <br />38. <br /> <br />That the proposed use will be harmonious with and in accordance with any <br />specific objectives of the Comprehensive Plan. <br /> <br />39. <br /> <br />That the proposed use will be designed, constructed, operated and maintained <br />so as to be harmonious and appropriate in appearance with the existing or <br />intended character of the general vicinity and will not change the essential <br />character of the area. <br /> <br />40. <br /> <br />That the proposed use will not be hazardous or disturbing to existing or future <br />neighboring uses. <br /> <br />41. <br /> <br />That the proposed use will be a substantial improvement to property in the <br />immediate vicinity and to the community as a whole. <br /> <br />42. <br /> <br />That the proposed use will be served adequately by essential public facilities <br />and services. <br /> <br />43. <br /> <br />That the proposed use will not involve uses, activities, processes, materials and <br />equipment and conditions of operation that will be detrimental to any persons, <br />property or the general welfare by reason of excessive production of traffic <br />noise, smoke, fumes, glare or odors. <br /> <br /> <br />
