That Section 9.21.23 of the Ramsey City Code states that motor vehicle sales, service and repair is a permitted use in the B-3 Business District. That Section 9.21.23 of the. Ramsey City Code also states that a conditional use permit is required if there is an outdoor display area associated with the use of the property. A conditional use permit may be obtained provided outdoor sales/display areas are screened from neighboring residential uses, the sales area is surfaced with asphalt or concrete, the sales area does not take up off-street parking spaces as required by City Code, and the conditions of Section 9.03.04 (Conditional Use Permits) of City Code are satisfactorily met. That the Applicant is proposing to establish a motor vehicle sales operation on the subject property that will include an outside display area. That the proposed display area is currently hard surfaced with concrete and asphalt. That the Applicant is proposing to have an outside display area on the site that will accommodate 28 vehicles. That the City Code requires one off-street customer parking space for every 10 vehicles on display. That the Applicant is proposing to provide three (3) customer parking spaces and two (2) employee parking spaces. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use, or to the public welfare. That the proposed use will not substantially adversely impair the use, enjoyment or market value of any surrounding property. That the proposed use will be harmonious and in accordance with any specific objectives of the Comprehensive Plan. That the proposed use will be operated and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity and as such will not change the essential character of the area. That the proposed use will not be hazardous or disturbing to existing or future neighboring uses. That the proposed use will be a substantial improvement to the property in the immediate vicinity and to the community as a whole. That the proposed use will not create excessive additional requirements at public costs for public facilities and services. That the proposed use will not involve activities, processes, equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare or odors. That the proposed use will be consistent with the intent and purposes of Section 9.03.04 (Conditional Use Permits) and Section 9.21.23 (B-3 Business District) of the Ramsey City Code.
