Assistant City Administrator Nelson stated that staff has proposed to the Ramsey Lions the use <br />of a tent for the Community Picnic, which they felt could be an option. <br /> <br />Mayor Gamec suggested the possibility of using Alpine Park or one of the other parks in the <br />City. <br /> <br />Assistant City Administrator Nelson replied that staff will probably be bringing that issue back at <br />a work session in the near future. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to adopt Resolution #06- <br />02-068 authorizing bidding for the new park shelter at Central Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #9: <br /> <br />Consider Award of Bids and Construction Engineering Services for <br />Improvement Project 03-20 NW Sanitary Sewer and Watermain Extension <br /> <br />Assistant Public Works Director Olson explained that bids for this project were opened on <br />Thursday, February 23, 2005 and bids were received as follows: <br /> LaTour Construction $6,693,820.17 <br /> Arcon Construction $7,515,697.97 <br /> Barbarossa & Sons, Inc. $7,761,879.18 <br /> Northdale Construction $10,715,102.37 <br /> <br />The lowest bid received is 3.2 percent higher than the engineer's estimate of $6,488,497.65 for <br />this project. The project consulting engineer, Bolton & Menk, Inc., has reviewed the bids and <br />recommended awarding the project to LaTour Construction. The scope of this work will require <br />engineering construction services to assist the City engineering department in the staking, <br />inspection, and project administration. The City received a proposal from Bolton & Menk, Inc. <br />to provide those services for a not to exceed amount of $475,200. This amount represents seven <br />percent of the construction costs, which is a reasonable factor for such services. Mr. Olson <br />pointed out that staff did not expect to use the 131 hours of on-site time as indicated in proposal. <br />It was noted that Bolton & Menk has been involved with this project since its inception in 2003 <br />and has prepared plans and assisted the City with other support services. The design for this <br />project was done by Bolton & Menk. Their original proposal was for a not to exceed amount of <br />$500,000. Since this project resulted in a significant amount of time in alternate analysis and <br />resulting environmental work, the total invoiced amount as of this date for the original proposal <br />is $575,000. Bolton & Menk has indicated their commitment to the original not to exceed <br />amount. Staff recommended awarding Improvement Project 03-20 to LaTour Construction in <br />the amount of $6,693,820.17. Staff also recommended that the City enter into an agreement with <br />Bolton & Menk, Inc. to provide construction engineering services for this project at the standard <br />hourly rates referenced in an amount not to exceed $475,200. <br /> <br />City Attorney Goodrich stated that an approval should be contingent upon formal execution of <br />$6 million contribution/credit agreement with Oakwood Land Development. <br /> <br />City Council / February 28, 2006 <br /> Page 14 of 18 <br /> <br /> <br />
