No provision contained in this Declaration <br />shall be deemed to have been abrogated or waived by reason of any failure to enforce the same. <br />15. Estoppel Certificates. Upon the request of any owner or a prospective leader, <br />purchaser, terrain or mortgagee of an Owner, are Owner must execute and deliver estoppel <br />eert�fi ate stating, to the best of the certifying Owner's knowled e that a this Declaration is in <br />full force and effect or describing why this Declaration is not in full force and effect such <br />amendment); b this Declaration has not been amended or stating the terns of any alleged <br />amendment); e the certifying owner or any other specified Owner is not in default under the <br />Declaration (oar list any known defaults). <br />11 <br />
