Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #23-219
<br />RESOLUTION AUTHORIZING PARTIAL PAYMENT TO DOUGLAS-KERR
<br />UNDERGROUND, LLC., OF MORA, MINNESOTA FOR IMPROVEMENT PROJECT
<br />#23-05; BARTHEL'S RUM RIVER ACRES 2ND STREET RECONSTRUCTION
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Barthel's
<br />Rum River Acres 2nd subdivision; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-202, adopted August 23,
<br />2022, City Council accepted and awarded the proposal to Hakanson Anderson for Topographic
<br />Survey of the project area; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-204, adopted August 23,
<br />2022, the City Council awarded a contract to Haugo Geotechnical Services to prepare a
<br />geotechnical report for Improvement Project #23-05, Barthel's Rum River Acres 2nd Addition
<br />Street Reconstructions, including 13 soil borings and pavement cores; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #22-286, adopted December
<br />13, 2022, the City Engineer was ordered to prepare plans and specifications for Improvement
<br />Project #23 -05, Barthel's Rum River Acres 2nd Addition Street Reconstructions; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-047 adopted February 28,
<br />2023, the City Council awarded Haugo Geotechnical Services an addendum to the current contract
<br />for said project and plans and specs have been updated with said information; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-082, adopted April 25t" 2023, the City
<br />Council approved plans and specifications as prepared by the City Engineer authorized advertisement for
<br />bids for same improvements; and
<br />WHEREAS, the bid Douglas -Kerr Underground, L.L.C. of Mora, Minnesota, in the
<br />amount of $1,198,428.85 for the total bid for construction of the improvements in accordance with
<br />the approved plans and specifications and advertisement for bids, is the lowest responsible bidder
<br />and their bid shall be and hereby is accepted.
<br />WHEREAS, as of September 26, 2023 $246,407.25 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 2 to Douglas -Kerr Underground, LLC., of Mora, Minnesota for
<br />improvement project #23-05, Barthel's Rum River Acres 2nd Street Reconstruction, in the amount
<br />of $567,035.28.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
