Transportation's Access Management Manual, Chapter 5 (available at:
http://www.dot.state.mn.us/accessmanagement/resources.html) or a similar local
guidance.
A traffic impact study will be completed for this project based on the projected trip
generation of the site (see Appendix Q. The area's transportation network is expected to
support the development within the project site with current intersection geometry. Metrics
for traffic analysis include intersection delay as measured by level of service (LOS) and 95tn
percentile queue lengths. LOS grades range from A to F, with LOS A being the highest (best
traffic flow and least delay), LOS E as saturated or at -capacity conditions, and LOS F being the
lowest (oversaturated conditions). LOS D or better is generally considered acceptable
operating conditions.
The traffic impact study will include intersection capacity analyses for intersections adjacent
to the project site along County Road 5, MN Highway 47, and Sunwood Drive. Based on the
results of the traffic impact study capacity analysis, all intersections are anticipated to operate
with acceptable LOS in all analysis scenarios. Table 8 shows the LOS for the project site
intersections in each analysis scenario.
Haviland Fields EAW 29 September 2023
