Identify measures that will be taken to minimize or mitigate project related <br />transportation effects. <br />In all five analysis conditions, the study intersections generally operate at acceptable LOS, <br />with only a few minor side street movements operating at a LOS worse than D. Additionally, <br />all queues were maintained within their allotted storage areas. Since the conditions are <br />acceptable in all scenarios, there are no mitigation changes recommended for this project. <br />21.Cumulative Potential Effects <br />a. Describe the geographic scales and timeframes of the project related environmental <br />effects that could combine with other environmental effects resulting in cumulative <br />potential effects. <br />Cumulative potential effects are defined as "the effect on the environment that results from <br />the incremental effects of a project in addition to other projects in the environmentally <br />relevant area that might reasonably be expected to affect the same environmental resources, <br />including future projects actually planned or for which a basis of expectation has been laid, <br />regardless of what person undertakes the other projects or what jurisdictions have authority <br />over the projects."16 The geographic areas considered for cumulative potential effects are <br />those near the project site (within approximately one-half mile), and the timeframe <br />considered includes projects that would be constructed in the reasonably foreseeable future. <br />16 Minnesota Rules, part 4410.0200, subpart 11 a <br />Haviland Fields EAW 31 September 2023 <br />
