Haviland Fields Development
Finding of Facts and Record of Decision
Agency
Comment
Response
the SW quadrant, and the channelized right turn is
hazardous to pedestrians without a clear destination.
MnDOT suggests the developer work with the county
to install a pedestrian crossing across CR 5 to Iodine St
NW to provide access to the trail. MnDOT
recommends the developer ensure that the both the
sidewalk ramps on the driveways and the ramps for
the internal crosswalk through the parking lot meet
American with Disabilities Act (ADA) standards. We
also advise that the internal crosswalk and sidewalks
around the building should maintain a Pedestrian
Access Route (PAR) of at least 4 feet in width.
Standard plans are available on MnDOT's ADA page
here: http://dot.state.mn.us/ada/design.html. We also
strongly recommend raising the street level to meet
major trail crossings so that the trails remain level for
their users and vehicles have extra reinforcement for
giving pedestrian and cyclists the right of way.
Please contact Sara Dunlap, Pedestrian, Bicycle and AD
Planning, at sara.dunlap@state..mn.us or 651-234-7725
with any questions.
Comment noted.
Traffic
This project will likely add stress to the MN 47/CR 5
intersection. This intersection is already in disrepair
and has an acceleration lane to SB MN 47 that backs
up the morning rush hour. This intersection should be
monitored closely once the development approaches
or reaches build conditions.
Please contact Danial Backsen, Anoka Truck Station
Supervisor, at 763-279-4050 or
danial.backsen@state.mn.us with any questions.
The 2028 mill and overlay project will also put fiber
and cameras in place to monitor this intersection.
Please contact Ashley Hansen, North Area Traffic
Safety, at 651-234-7815 orrojecy.hansen@state.mn.us
with any questions.
