5. 25. <br />CC Regular Session <br />Meeting Date: 09/26/2023 <br />Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br />Information <br />Title <br />Adopt Resolution #23-236 Accepting Proposals and Awarding Contract for 2023 Additional Pavement Marking <br />Improvements, Improvement Project #23-18 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-236 accepting Proposals and awarding a Contract for 2023 <br />Additional Pavement Marking Improvements, Improvement Project #23-18. <br />Background: <br />The current 2023 — 2032 Capital Improvement Program (CIP) includes an annual MSA Pavement Marking <br />Improvements project to perform pavement markings on a 7-year cycle, outside of reconstruction and pavement <br />overlays. In the spring numerous streets were discovered to require intense pavement patching, including streets <br />which were initially included in the 2023 MSA Pavement Marking Improvements project scope. Additional <br />streets within the City with existing pavement markings also required pavement patching. To minimize <br />throw -away costs, and keep project costs lower, Staff elected to wait until after pavement patching is complete to <br />perform pavement markings on the street segments impacted by pavement patching as a separate project. <br />A total of 2.94 miles of public street segments is proposed to receive pavement marking improvements as part of <br />this project. These street segments were selected based on their impacts from the street patching improvements. <br />Plans for the 2023 Additional Pavement Marking Improvements were prepared in-house as part of Staff s normal <br />duties. A copy of the plans is attached to this case. <br />Pavement markings are a critical component of driver and pedestrian safety, and are a required maintenance <br />operation per MSA rules and standards. <br />City Staff sent requests for proposals to five (5) firms. The one (1) proposed quote received is shown below. <br />Contractor Total Quote <br />Sir Lines -A -Lot $3 6, 3 90.3 8 <br />Engineer's Estimate $43, 023.25 <br />Sir Lines -A -Lot submitted the lowest responsible quote. Based on the submitted quote, Staff recommends <br />accepting the proposal for pavement marking improvements from Sir Lines -A -Lot. <br />Sir Lines -A -Lot is required to complete their work by October 27, 2023. <br />Notification: <br />No notifications were required with this case. <br />Observations/Alternatives: <br />
