CC Regular Session Meeting Date: 09/26/2023 Primary Strategic Plan Initiative: Not Applicable Information Title Adopt Resolution #23-243 Supporting the Anoka Rum River Dam Reconstruction and Modification Project Bonding Request Purpose/Background: Purpose: To adopt Resolution #23-243 Supporting the Anoka Rum River Dam Reconstruction and Modification Project Bonding Request. Background: The Anoka Rum River Dam recreational pool extends over six miles upstream, which provides benefit to multiple communities, including the City of Ramsey. Recreational opportunities can be further enhanced through dam modifications proposed by the City of Anoka with their Anoka Rum River Dam Reconstruction and Modification Project. The proposed dam modifications would also re-establish the connection from the upper pool of the Rum River to the Mississippi River. The Anoka Rum River Dam Reconstruction and Modification Project includes installation of automated crest gates, maintenance platform, hydropower, lock system, and other recreational activities to include river surfing below the dam. See attached City of Anoka Council Worksession Memo dated September 18, 2023 for more details on the proposed improvements. The City of Anoka is requesting $11.95M financial support for construction costs related to the modification and reconstruction of the Rum River Dam from the 2024 Capital Budget General Obligation Bonding. Costs included in the 2024 funding request are for pre -design, engineering, final design, permitting, construction, utility infrastructure and relocation, and public engagement for the proposed improvements. A Feasibility Report will examine the cost and benefit for each element of the improvements. The final report will include an engineer's estimate for the overall project costs. As part of the application process, the City of Anoka is required to submit a signed resolution stating the agency is requesting funding from the State of Minnesota; and if funding is provided, the local agency will complete the project as scheduled. The attached City of Anoka Council Worksession Memo dated September 18, 2023 includes a copy of the Anoka City Council Resolution. On Thursday, September 21, 2023, the Lower Rum River Watershed Management Organization (LRRWMO) Board passed a resolution supporting the LRRWMO by providing a Letter of Support. Recommendation: Staff recommends adopting Resolution #23-243 Supporting the Anoka Rum River Dam Reconstruction and Modification Project Bonding Request. The City of Anoka is not requesting financial assistance from the City of Ramsey for the Anoka Rum River Dam Reconstruction and Modification Project. Action: Adopt Resolution #23-243 Supporting the Anoka Rum River Dam Reconstruction and Modification Project Bonding Request.
