COUNCIL WORKSESSION MEMO Agenda Items #9.1 Meeting Date: September 18, 2023 Agenda Section: Ordinances & Resolutions Item Description: RES/Support for the 2024 Capital Budget General Obligation Bonding Request for the Anoka Rum River Dam Reconstruction and Modification Project Submitted By: Lisa LaCasse, Public Services Administrator BACKGROUND INFORMATION In 1853, the first timber dam was constructed to provide power for the saw mills in the City of Anoka. In 1880, W.D. Washburn built the Lincoln Flour Mill at the dam site and the dam produced over 250 HP to power the mill. The total ultimate power r � produced by the dam was 725 HP and in 1931, the Pillsbury Milling - Company discontinued the milling operations in Anoka. - In the summer of 1891, the Rum River recreational pool was created. Log timbers and flashboards were placed on the Dam at Anoka to raise the level of the Rum River. On January 19, 1935 the Pillsbury -Washburn Flour Mills Company granted and deeded the flowage rights forever to the City of Anoka. As the owner, the city has been and continues to be responsible for the ongoing operations, maintenance, repair and replacement of the dam. On March 11, 193 5 the City of Anoka purchased the Dam at Anoka from the Pillsbury Flour Mills Company and became the sole owner of the dam. In 2014, the water infrastructure bill passed by Congress required Army Corp of Engineers to close Upper St. Anthony Lock and Dam to quell the possible spread of invasive species. With this in place and the Coon Rapids Three Rivers Park Dam as the second redundant barrier upstream for the invasive species the consideration of investing in another redundant barrier at the Rum River Dam in Anoka was not selected by the MN legislators. On May 23, 2023 the State Bonding Bill was presented to the Governor Dayton and on May 24, 2023 he signed the State Bonding Bill into law. As part of the bill, there was $500,000 granted to the City of Anoka for feasibility studies for the design, engineering, and environmental analysis for the repair and reconstruction of the Rum River Dam. This appropriation is onetime and is available until June 30, 2027. On July 10, 2023 Marianne Conboy, Capital Budget Coordinator submitted Anoka's State of Minnesota 2024 Capital Budget request for safety
