The use of any land within the Scenic River Land Use District; the size and shape of lots; <br />the use and location of structures on lots; the installation and maintenance of water supply and <br />waste disposal facilities; the filling, grading, lagooning, or dredging of any river area; the cutting of <br />vegetation or alteration of the natural topography within the district; and the subdivision of land <br />shall be in full compliance with the terms of this subdivision and other applicable regulations. <br />Permits from the zoning authority are required by this Code, for the construction of buildings, public <br />or private water supply and sewage treatment systems, the grading and filling of the natural <br />topography, and erection of signs within the Scenic River Land Use District of the Rum River. <br />952 District Application <br />(A) The Scenic River Land Use District of the Rum River, within the city, is divided into two areas: The <br />t in the- along the line between the North <br />and South half of Section 19, Township 32, Range 24. of th,s E-haptef South of that line shall be <br />classified as an urban district a -Fe -a; and tc-e-reng finder ^f thee Seen;e Q;veF Land Us„�triet within <br />north of that line shall be classified as a rural district area. <br />(B) The Scenic River Land Use District shall be shown on the official zoning map, as shall the urban and <br />rural area portions of the district contained therein. <br />(C) The provisions of Minn. Rules pts. 6105.0010-6105.0250 shall apply within the Scenic River Land <br />Use District, as specified in the Minn. Rules pts. 6105.1400-6105.1500. Where the provisions of <br />this Code are in conflict with Minn. Rules pts. 6105.1400-6105.1500, the provisions of Minn. Rules <br />pts. 6105.1400-6105.1500 shall apply. Copies of Minn. Rules pts. 6105.0010-6105.0250 and <br />6105.1400-6105.1500 shall be kept on file in the office of the administrator. <br />953 Scenic River Protection Overlay District Uses <br />Urban area. The urban area of the Scenic River Land Use District is designated the Urban Area <br />Overlay District. <br />(1) Permitted uses are all permitted uses allowed and regulated by the applicable zoning district <br />underlying the urban area overlay district, as indicated on the official zoning map of the city, <br />except that public roads, utility crossings, and all private and commercial recreation uses shall <br />be conditional uses. <br />(2) Conditional uses are all conditional uses and applicable attached conditions allowed and <br />regulated by the applicable zoning district underlying the urban area overlay district, as <br />indicated on the official zoning map of the city. <br />(B) Rural areas. The uses allowed within the rural area of the Rum River Scenic Land Use District shall <br />be those prescribed for a Scenic River Minn. Rules pt. 6105.0100 as follows: <br />Scenic River <br />(1) <br />Governmental campgrounds, subject to management plan specifications and the <br />P* <br />provisions of section 117-261(g). * <br />(2) <br />Private campgrounds, subject to management plan specifications and the provisions of <br />C** <br />section 959(G). <br />(3) <br />Public accesses, road access type with boat launching facilities subject to management <br />P <br />plan specifications and the provisions of section 959(G). <br />(4) <br />Public accesses, trail access type, subject to management plan specifications and the <br />P <br />provisions of section 959(G). <br />(5) <br />Temporary docks. <br />C <br />(6) <br />Other governmental open space recreational uses, subject to management plan <br />P <br />specifications and the provisions of section 117-261(g). <br />Page 151 of 160 <br />
