A natural topographic feature having: <br />6 (A) A slope that rises at least 25 feet and where the grade of the slope averages 18 percent or <br />7 greater, measured over a horizontal distance of 25 feet, from the toe of the slope to the top <br />8 of the slope. Where the slope begins below the ordinary high water level, the ordinary high <br />9 water level is the toe of the slope. See Figure 1; or <br />10 <br />11 Figure 1.
