For purposes of this subpart, "facility" includes <br />3 all mine pits, quarries, stockpiles, basins, processing structures and equipment, and any structures <br />4 that drain or divert public waters to allow mining. <br />5 Obstruction means any dam, wall, wharf, embankment, levee, dike, pile, abutment, projection, <br />6 excavation, channel modification, culvert, building, wire, fence, stockpile, refuse, fill, structure, or <br />7 matter in, along, across, or projecting into any channel, watercourse, or regulatory floodplain which <br />8 may impede, retard, or change the direction of the flow of water, either in itself or by catching or <br />9 collecting debris carried by such water. <br />10 Off -premise advertising signs. Those signs that direct attention to a product, service, business, or <br />11 entertainment venue that is not exclusively related to the premises where the sign is located. <br />12 Off-street loading space means a space accessible from the street, alley or way, in a building or on the lot <br />13 for the use of trucks while loading or unloading merchandise or materials.
