ORDINANCE #23-15 <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />AN ORDINANCE OF THE CITY OF RAMSEY, MINNESOTA, AMENDING CHAPTER 34 <br />OFFENSES AND MISCELLANEOUS PROVISIONS, ARTICLE I. IN GENERAL, OF THE CITY <br />CODE, BY ADDING SECTION 34-2 REGARDING TOBACCO AND CANNABIS USE WITHIN <br />PUBLIC PROPERTY AND PUBLIC PLACES <br />The City Council of Ramsey ordains: <br />Chapter 34, Article I. In General, in the Ramsey City Code is hereby amended by adding Section 34-2 to <br />read as follows: <br />SECTION 34-2. TOBACCO AND CANNABIS USE WITHIN PUBLIC PROPERTY AND PUBLIC <br />I <br />PLACES <br />r'EC <br />SECTION 1. DEFINITIONS. TOBACCO AND CANNABIS USE PROHIBITED-. <br />For purposes of this section, the following definitions shall apply unless the context clearly <br />indicates or requires a different meaning. <br />PUBLIC PROPERTY. Property, real and personal, that is owned, managed, or controlled by the City, <br />including, but not limited to: City buildings and all the land thereon, parking lots, parks, pathways and <br />trails, and city rights -of -way consisting of both the traveled portion and the abutting boulevard, sidewalks <br />and trails, and any City personal property, such as motor vehicles, city equipment, and the like. <br />CANNABIS FLOWER, CANNABIS PRODUCTS, LOWER -POTENCY HEMP EDIBLES, and HEMP - <br />DERIVED CONSUMER PRODUCTS shall have the meanings as defined in Minn. Stat. §342.01 (enacted <br />under Minnesota Laws 2023). <br />TOBACCO and TOBACCO RELATED PRODUCTS shall have meanings as defined in Ramsey City Code <br />Chapter 26, Article XVI. Tobacco. CANNABIS USE PROHIBITED. <br />No person shall use cannabis flower, cannabis products or hemp -derived consumer products within public <br />property in a manner that involves inhalation of smoke, aerosol, or vapor; or use any devices that emit <br />cmnke <br />
