Councilmember Elvig moved for the adoption of the following findings of fact: <br /> <br />RESOLUTION #06-03-101 <br /> <br />A RESOLUTION COMMISSIONING FURTHER STUDY OF <br />DEVELOPING AREA AND CLUSTER ORDINANCE WITHIN <br />RAMSEY, ANOKA COUNTY, MINNESOTA <br /> <br /> THE RURAL <br />THE CITY OF <br /> <br /> WHEREAS, on April 4, 2005, Ordinance #05-03 became effective requiring the <br />clustering of residential subdivisions; and <br /> <br /> WHEREAS, in the course of implementing the cluster ordinance, the City Council has <br />identified sections that deserve additional review and modification; and <br /> <br /> WHEREAS, on February 21, 2006, the City Council met at a work session, and <br />determined that more study of the cluster ordinance was necessary in the following areas: density <br />transitioning standards, open space provisions, the calculation of density, and specific septic <br />system submittal requirements. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> The City Council hereby directs its City Staff to bring forward possible amendments to <br />City Code that will allow for development within the Rural Developing Area while at the same <br />time preserving such land for possible future development with urban services and addressing <br />issues such as density transitioning and open space provisions under consideration. The study <br />process shall include an element of public outreach, including ample public meetings and work <br />sessions in order to provide citizens with accurate and timely information regarding possible <br />amendments to the development regulations in the Rural Developing Area. The City <br />Administrator is also authorized to obtain such Planning Consultants as necessary in order to <br />study the Rural Developing Area, and implement the above stated purposes. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Strommen, and upon vote being taken thereon, the following voted in favor thereof.' <br /> <br />Mayor Gamec <br />Councilmember Elvig <br />Councilmember Strommen <br />Councilmember Cook <br />Councilmember Jeffrey <br />Councilmember Olson <br />Councilmember Pearson <br /> <br /> <br />
