Councilmember Olson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-05-158 <br /> <br />A RESOLUTION AUTHORIZING SUBMITTAL OF A REQUEST TO THE <br />ANOKA COUNTY HOUSING AND REDEVELOPMENT AUTHORITY <br />(ACHRA) THAT RAMSEY DEDICATED HRA LEVIES BE ALLOCATED TO <br />THE RAMSEY TOWN CENTER APARTMENT PROJECT. <br /> <br /> WHEREAS, the 2001 City of Ramsey Comprehensive Plan identifies goals and <br />policies which include, but are not limited to the following: (a) working with local and <br />regional housing agencies to identify low and moderate income housing needs; and (b) <br />providing a balanced supply of housing for people of all income levels, ethnicity and <br />physical abilities; and <br /> <br /> WHEREAS, the Ramsey Town Center Master Plan indicates the desire to include <br />a wide range of income levels and unit sizes within the Ramsey Town Center; and <br /> <br /> WHEREAS, the document entitled "An Analysis of Potential Demand For <br />Workforce And Senior Housing in Ramsey, Minnesota", prepared by Maxfield Research, <br />Inc., and dated April 2006, identifies the need for more market rate and affordable <br />general occupancy rental units and references Ramsey Town Center as the best location <br />for rental housing; and <br /> <br /> WHEREAS, the City has received an application for site plan approval from <br />Anoka County Community Action Program and J. Johnson, Inc. (hereinafter referred to <br />as 'Project Applicants') for a mixed-use, mixed-income building in the Ramsey Town <br />Center with first floor retail and 4 stories of rental apartments (20 affordable and 20 <br />market rate units); and <br /> <br /> WHEREAS, the Project Applicants have requested a 0% interest loan from the <br />Anoka County dedicated Ramsey HRA levy as an element of funding for the project. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, IN <br />AND FOR THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF <br />MINNESOTA, as follows: <br /> <br />That the City herein requests that the Anoka County HRA allocate <br />$400,000.00 of Ramsey's dedicated HRA levy towards the Ramsey Town <br />Center Apartment Project, as proposed by Anoka County Community <br />Action Program and J. Johnson, Inc. <br /> <br />That the Ramsey HRA Executive Director and the City Administrator are <br />herein directed to forward the request to the Anoka County HRA. <br /> <br /> <br />
