Commissioner Wagner asked Ms. Dyrseth if the City were not to use the total amount estimated <br />of $1,665,000.00, where would the additional monies be placed? Ms. Dyrseth stated that the if <br />this occurs the remaining monies will be credited toward the debt. service fund. The money will <br />not go to the general operating budget. <br />Commission Wagner stated that the cost estimated seemed high. Mr. Dean Kapler responded <br />with a hand out prepared by the design engineer which showed final construction cost for fire <br />station projects. <br /> <br />Vice Chairperson Scheiber asked Ms. Klumpp how much will this bond increase the average <br />houshold' s taxes. Ms. Klumpp responded that she had not prepared that but will provide it to the <br />EDA at a later date. <br /> <br />Councilmember Anderson questioned how vacant agricultural land is considered redevelopment. <br />Ms. Dyrseth stated that the removal of blight is not required to fit the definition of <br />redevelopment in this case. It only requires the prevention of blight occurring. It is the city's <br />assertion that providing a fire station in the area of the city will prevent blight in developed or <br />developing areas surrounding it. <br /> <br />City Administrator also presented a memorandum from city staff that had been reviewed by a <br />city council at their meeting October 12, 1999 stating that they support pursuing this method of <br />funding. <br /> <br />Motion by Commissioner Riley and seconded by Councilmember Zimmerman to adopt <br />Resolution 99-10- initiating the process for adoption of redevelopment plan with the Ramsey <br />City Council, and approving redevelopment project area and plan. <br /> <br />Motion carried. Voting Yes: Vice Chairperson Scheiber, Commissioner Riley, Councilmember <br />Zimmerman, Councilmember Anderson, and Commissioner Wagner. Voting No: None. <br />Absent: Commissioner Hardin. <br /> <br />Coucilmember Zimmerman raised a point of order to Vice Chair person Scheiber that the EDA <br />needs to appoint a member to the office of Secretary. <br /> <br />Motion by Riley seconded by Zimmerman to appoint the Chairperson, or acting Chairperson, as <br />Secretary. [Lydia Scheiber is Vice Chair and Acting Chair of the Ramsey Economic <br />Development Authority.] <br /> <br />Motion carried. Voting Yes: Vice Chairperson Scheiber, Commissioner Riley, Councilmember <br />Zimmerman, Councilmember Anderson, and Commissioner Wagner.
