1 (D) Planned Unit Developments are created through this process and the adopted ordinance shall list <br /> 2 the development standards and uses for that development. <br /> 3 <br /> 4 250 Comprehensive Plan Amendments <br /> 5 Purpose. The City council may adopt amendments to the Comprehensive Plan OFdinanee and wing FAa <br /> 6 . Such <br /> 7 amendments shall not be issued indiscriminately, but shall only be used as a means to reflect changes in <br /> 8 the goals and policies of the community as reflected in the Comprehensive Plan or changes in conditions <br /> 9 in the city. The City Council may amend this chapter as proposed by a member of the Council, Planning <br /> 10 Commission, Zoning Administrator, or by a petition of a person residing or owning property within the <br /> 11 city, in accordance with the following provisions. <br /> 12 (A) Public hearing notification mailing distance is 350 feet if the amendment is related to a particular <br /> 13 property. <br /> 14 (B) The Comprehensive Plan amendment is adopted by ordinance. <br /> 15 <br /> 16 260 Easement Vacations <br /> 17 Pursuant to ,)ecuon 12.6 of the City Charter, the procedure for application to vacate a public utility, <br /> 18 drainage, roadway, access, or other form of easement shall be as follows: <br /> 19 (A) The applicant shall petition the Zoning Administrator on the easement to be vacated including a <br /> 20 legal description and survey exhibit. <br /> 21 (B) Public Hearing Notification Requirement: property owners within 350 feet and all utility companies <br /> 22 operating within Ramsey. <br /> 23 (C) The City Council shall hold a public hearing and make a final determination by resolution. <br /> 24 (D) The approval resolution shall be recorded with the Anoka County Recorder's office or Registrar of <br /> 25 Titles. <br /> 26 <br /> 27 261 Encroachment Agreements <br /> 28 An encroachment agreement is necessary when a structure or site improvement, other than a fence, <br /> 29 utility infrastructure, parking lot, or driveway is proposed to be constructed in an easement or right-of- <br /> 30 way and vacating the easement or right-of-way is not desired or practical. <br /> 31 (A) A thirty-day notification must be provided to all utility companies operating within Ramsey. <br /> 32 (B) Administrative approval. The Zoning Administrator may approve an encroachment agreement <br /> 33 administratively for encroachments that have received variances. <br /> 34 (C) The City Council will review all other encroachment requests and, if deemed reasonable at its sole <br /> 35 discretion,approval is adopted by resolution authorizing the encroachment agreement. <br /> 36 (D) All encroachment agreements must be recorded against the property with the Anoka County <br /> 37 Recorder's office. <br /> 38 (E) The zoning administrator will have the ability to abate the structure or site improvement removal <br /> 39 as set forth in Chapter 2 in the event the structure is not removed according to the terms of the <br /> 40 agreement. <br /> 41 <br /> 42 <br /> 43 300 General Performance Standards <br /> 44 The tollowng sections set forth standards for uses or structures applicable in all zoning districts. <br /> 45 <br /> 46 301 One Principal Building per Lot <br /> 47 Every building erected after the adoption of this chapter from which this chapter is derived shall be <br /> 48 located on a lot, as defined herein and in no case shall there be more than one main principal building on <br /> 49 any one lot,except as may otherwise be provided herein. <br /> Page 35 of 160 <br />
