1 the antenna, and the proposed method of affixing the antenna to the structure. Complete <br /> 2 details of all fixtures and couplings, and the precise point of attachment shall be indicated. <br /> 3 (2) The replacement of an existing light pole or lighting standard in order to accommodate the <br /> 4 placement of an antenna thereon shall be approved by issuance of a building permit based <br /> 5 upon administrative review. <br /> 6 (0) Interference with public safety telecommunications. No new or existing telecommunications service <br /> 7 shall interfere with public safety telecommunications, in accordance with the rules and regulations <br /> 8 of the Federal Communications Commission. Before the introduction of new service or changes in <br /> 9 existing service, telecommunication providers shall notify the city at least ten calendar days in <br /> 10 advance of such changes and allow the city to monitor interference levels during the testing process. <br /> 11 (P) Additional submittal requirements. In addition to the information required elsewhere in this Code, <br /> 12 development applications for towers shall include the following supplemental information: <br /> 13 (1) A report from a qualified and licensed professional engineer which: <br /> 14 a. Describes the tower height and design including a cross section and elevation; <br /> 15 b. Documents the height above grade for all potential mounting positions for collocated <br /> 16 antennas and the minimum separation distances between antennas; <br /> 17 C. Describes the tower's capacity, including the number and type of antennas that it can <br /> 18 accommodate; and <br /> 19 d. Includes other information necessary to evaluate the request. <br /> 20 (2) For all commercial wireless telecommunication service towers, a letter of intent committing <br /> 21 the tower owner and 4is successors to allow the shared use of the tower if an additional user <br /> 22 agrees in writing to meet reasonable terms and conditions for shared use. <br /> 23 (3) Before the issuance of a building permit, the following supplemental information shall be <br /> 24 submitted: <br /> 25 a. Affirmation that the proposed tower will comply with any applicable regulations <br /> 26 administered by the Federal Aviation Administration; and <br /> 27 b. A report from a qualified and licensed professional engineer which demonstrates the <br /> 28 tower's compliance with the aforementioned structural and electrical (but not radio <br /> 29 frequency) standards. <br /> 30 (Q) Antennas designed for private reception of television and radio signals. Private antennas designed <br /> 31 for reception of television and reception and transmission of radio signals, including antennas (less <br /> 32 than 60 feet in height if free standing and 15 feet in height if roof mounted) used for amateur or <br /> 33 recreational purposes, provided they are not located in a front yard and do not infringe upon <br /> 34 requirements of the Federal Aviation Administration, shall be exempt from the provisions of this <br /> 35 section. Antennas that are intended to be 60 feet or more in height if free standing and 15 feet or <br /> 36 more in height if roof-mounted shall require a conditional use permit from the city. <br /> 37 (R) Existing antennas and towers. Antennas and towers in existence as of July 14, 1997, which do not <br /> 38 conform to or comply with this section <br /> 39 111Tee er-s may continue in use for the purpose now used and as now existing but may not be <br /> 40 replaced or materially altered without complying in all respects with this section. <br /> 41 <br /> 42 <br /> 43 400 Residential Districts <br /> 44 <br /> 45 410 Residential Districts Established and Purpose <br /> 46 The following residential districts(UR, RR, R-1A,R-113,R-1C,R-2,and R-3)are hereby established according <br /> 47 their purpose and the intent of the Comprehensive Plan.
