Chairperson Anderson questioned the role of the Planning Commission as it relates to the utility issues. Planning Consultant Scalzo replied that it can be assumed that the utilities are available. Chairperson Anderson replied that they have learned that they just can't assume, and need to know if they are available. Jim Winkels, Amcon Engineering, reviewed the site plan. He explained that utilities are currently 800 feet from the site and will have to be brought to the site. There are two parcels to the east of the property. There is an easement across the most eastern piece of property, but they need to acquire an easement on the adjacent property. Chairperson Anderson explained that in the City of Ramsey property owners can opt out of a project and then the tax payers end up with the bill. Mr. Winkels replied that the adjacent property owner has requested that B & B cover the cost of extending the utilities and place stubs that will allow them to connect in the future, which they are willing to do. He also noted that there will be an easement in the front of the property to allow for a future frontage road. Commissioner Johnson inquired if they were proposing private water and sewer that the City would not maintain. Mr. Winkels replied that at this point in the discussions the obligation to maintain the utilities would be the applicant's responsibility, but noted they would not be opposed to the City taking over the responsibility. Chairperson Anderson inquired if the project will include TIF funds. Mr. Winkels replied yes. Mike Mont, Amcon Architect, reviewed the exterior design of the building. City Engineer Jankowski arrived at 7:10 p.m. Commissioner Jensen inquired about the color of the exterior. Mr. Mont attempted to describe the color.
