Chairperson Anderson questioned the role of the Planning Commission as it relates to the utility <br />issues. <br /> <br />Planning Consultant Scalzo replied that it can be assumed that the utilities are available. <br /> <br />Chairperson Anderson replied that they have learned that they just can't assume, and need to <br />know if they are available. <br /> <br />Jim Winkels, Amcon Engineering, reviewed the site plan. He explained that utilities are <br />currently 800 feet from the site and will have to be brought to the site. There are two parcels to <br />the east of the property. There is an easement across the most eastern piece of property, but they <br />need to acquire an easement on the adjacent property. <br /> <br />Chairperson Anderson explained that in the City of Ramsey property owners can opt out of a <br />project and then the tax payers end up with the bill. <br /> <br />Mr. Winkels replied that the adjacent property owner has requested that B & B cover the cost of <br />extending the utilities and place stubs that will allow them to connect in the future, which they <br />are willing to do. He also noted that there will be an easement in the front of the property to <br />allow for a future frontage road. <br /> <br />Commissioner Johnson inquired if they were proposing private water and sewer that the City <br />would not maintain. <br /> <br />Mr. Winkels replied that at this point in the discussions the obligation to maintain the utilities <br />would be the applicant's responsibility, but noted they would not be opposed to the City taking <br />over the responsibility. <br /> <br />Chairperson Anderson inquired if the project will include TIF funds. <br /> <br />Mr. Winkels replied yes. <br /> <br />Mike Mont, Amcon Architect, reviewed the exterior design of the building. <br /> <br />City Engineer Jankowski arrived at 7:10 p.m. <br /> <br />Commissioner Jensen inquired about the color of the exterior. <br /> <br />Mr. Mont attempted to describe the color. <br /> <br />Commissioner Johnson inquired if the applicant was familiar with the staff letter of November <br />30'1'' <br /> <br />Mr. Winkels replied yes. <br /> <br />Planning Commission/December 20, 1999 <br /> Page 10 of 12 <br /> <br /> <br />
