Councilmember Elvig: absent <br />Councilmember Jeffrey: absent <br />Councilmember Olson: aye <br />Councilmember Pearson: aye <br />Councilmember Strommen: aye <br /> <br />Motion carded. <br /> <br />Case #8: <br /> <br />Receive Bids and Award Contract for Improvement Project #05-20, Ramsey <br />Boulevard Improvements <br /> <br />Public Works Director Olson reviewed that Improvement Project #05-20 consists of bituminous <br />surfacing, drainage improvements and installation of traffic signals on Ramsey Boulevard. The <br />work areas are from the BNSF tracks north to the southern limits of the 2004 widening project <br />and from the northern limits of the 2004 widening project and from the northern limits of the <br />2004 project to 1000 feet north of Bunker Lake Boulevard. Bunker Lake Boulevard is being <br />widened 1000 feet east and west of Ramsey Boulevard; traffic signals will be installed at <br />Sunwood Drive and Bunker Lake Boulevard. Authorization to advertise bids was ordered on <br />January 24, 2006, and bids were opened on Tuesday, March 28, 2006. Mr. Olson stated five bids <br />were received and ranged from $1,782,258.47 to $1,999,283.10, with the low bid from Park <br />Construction Company. <br /> <br />Public Works Director Olson advised as part of the Master Development Agreement for the <br />Ramsey Town Center, this is a major portion of the Regional Roadway Improvements that will <br />be partially assessed to the RTC. Since it is an assessment project, a petition from the property <br />owners that will be assessed for this improvement is required as well as a Feasibility Study needs <br />to be prepared. The petition and feasibility study were accepted at the February 22, 2005 City <br />Council meeting. Mr. Olson advised Ramsey Boulevard is a County highway, and the City has <br />entered into a Joint Powers Agreement with Anoka County for construction of Regional <br />Roadway Improvements, including Ramsey Boulevard. The Joint Powers Agreement outlines <br />the form of reimbursement from the County to the City for the County Share of the Construction <br />Cost. He advised it is staff's recommendation to award the contract to Park Construction <br />Company in the amount of $1,782,258.47. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to approve <br />Resolution #06-04-116 awarding Project #05-20, Ramsey Boulevard Improvements to the lowest <br />responsible bidder, Park Construction Company. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Olson, Cook, and <br />Pearson. Voting No: None. Absent: Councilmembers Elvig and Jeffrey. <br /> <br />Case #9: Adoption of an Ordinance Repealing Section 2.03, Boards and Commissions <br /> <br />Councilmember Cook stated this ordinance came forward from the Personnel Committee.
