recommending that the trail along Nowthen Boulevard be constructed beyond the plat boundary <br />to 167th Avenue. Staff is recommending approval of the final plat. <br /> <br />Councilmember Olson inquired what will be in the center of the roundabout. <br /> <br />John Peterson, applicant, replied there will be various plantings that will be maintained by the <br />Home Association. <br /> <br />Councilmember Elvig inquired about the latest developments on 167th Avenue. He stated that <br />was a very hot topic for many of the people in the area, and it needs to be moving along to some <br />capacity as additional housing is built in this area. <br /> <br />Mr. Peterson reviewed the status of the properties that have been purchased by Oakwood Land <br />Development to assist in the extension of 167th Avenue. <br /> <br />Mayor Gamec noted the need for the City to work on the needed easements to complete the road <br />extension. <br /> <br />Councilmember Elvig noted concerns expressed by the public had a lot to do with access in this <br />area, the quality of the road, and the speed. <br /> <br />Gary Smith, 16821 Garnet Street NW, inquired about the plans for plantings and transitioning to <br />his property. <br /> <br />Public Works Director Olson explained Lots 1 and 13 will not be built on at this time, and will <br />be platted temporarily as outlots. <br /> <br />Mr. Smith requested clarification that this development will not affect the easement on his <br />property. <br /> <br />Public Works Director Olson responded Mr. Smith's easement will not be affected. <br /> <br />Mr. Smith expressed concern with Lot 1 in Now and Then Estates being a low lying area. He <br />stated in past years there has been water standing in this lot. <br /> <br />Public Works Director Olson explained the new development cannot cause any additional water <br />to drain to existing properties. <br /> <br />Councilmember Olson inquired if a portion of the outlots will be built up to contain the cul-de- <br />sac. <br /> <br />Public Works Director Olson replied the road will be built to ithe end, with the grades matching <br />very closely to what is there, and drainage will flow to the north. <br /> <br />Mr. Smith explained the lower lying area will be on the east side of the outlot, possibly affecting <br />Lot 12. ~ <br /> <br />City Council / April 25, 2006 <br /> Page 13 of 23 <br /> <br />P55 <br /> <br /> <br />
