.DRAFT <br /> <br />9.20.XX B-3 Business District <br /> <br /> Subdivision 1. Intent. The purpose of the B-3 Business District is to <br />provide large-scale commercial development, including retail, entertainment, restaurant, <br />and other complementary commercial uses. Such development typically requires large <br />sites and is not usually found in shopping center structures. The District is intended to <br />provide a range of commercial destinations in an environment that is functional for both <br />pedestrians and automobiles, complete with high-quality building design, materials, and <br />landscaping. <br /> <br /> Subd. 2. Master Site Plan Required. A Master Site Plan is required for the <br />entire zoning district prior to approval of any individual buildings within the District. <br /> <br /> · ~Subd. 3i Process. The Master Site Plan shall be processed as a Preliminary <br />Site Plan under the Planned Unit Development Process (PUD) outlined in Section <br />9.20.31. Any changes to the approved Master Site Plan shall be processed as outlined in <br />9.20.31 Subd. 5., Items b, d, e, f, g, i, and j. Master Site Plans shall be exempt from the <br />open space requirements of Section 9.20.31. <br /> <br /> Subd. 3. Permitted Uses (Subject to Performance Standards in this Section <br />and as established in §9.10) <br /> <br />ao <br /> <br />g. <br />h. <br />i. <br />j. <br />k., <br />1. <br />m, <br /> <br />n, <br /> <br />Enclosed retail sales and rental activity. <br />Offices, banks, personal and professional services. <br />Medical and dental clinics <br />Restaurants and other food establishments <br />On- and off-sale liquor <br />Private clubs or lodges serving food and beverages. <br />Indoor commercial recreational uses. <br />Governmental and public utility buildings and structures. <br />Motels and hotels <br />Drive-in and convenience, fast food establishments <br />Commercial car washes <br />Day care services <br />Theaters <br />Convenience grocery and/or food operations with convenience gas (no <br />vehicle service or repair). <br /> <br /> Subd. 4. Conditional Uses (Subject to Performance Standards in this <br />Section and as established in §9.10) <br /> <br />ao <br /> <br />Animal Clinics. <br />Other uses recommended by the Planning Commission and found by the <br />City Council to be consistent with the intent of this Chapter. <br /> <br />64 <br /> <br /> <br />
