<br />Councilmember Specht introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #23-263 <br /> <br />RESOLUTION APPROVING PARTIAL PAYMENT NO. 5 TO NORTHERN LINES <br />CONTRACTING, INC. OF HANOVER, MINNESOTA FOR IMPROVEMENT PROJECT <br />ST <br />#23-01; 161 AVENUE RECONSTRUCTION <br /> <br />st <br />WHEREAS, the City of Ramsey proposes to reconstruct 161 Avenue between Armstrong <br />Boulevard and Variolite Street; and <br /> <br />th <br />WHEREAS, pursuant to Ramsey City Council resolution #22-089, adopted April 12, <br />2022, the City Council accepted and awarded the proposal to Bolten & Menk, Inc., for <br />Topographic Survey of the project area; and <br /> <br />rd <br />WHEREAS, pursuant to Ramsey City Council resolution #22-200, adopted August 23, <br />2022, the City Engineer was ordered to prepare plans and specifications for Improvement Project <br />st <br />#23-01, 161 Avenue Reconstructions; and <br /> <br />WHEREAS, pursuant to Ramsey City Council resolution #23-051, adopted March 14, <br />2023, the City Council approved plans and specifications as prepared by the City Engineer and <br />authorized advertisement for bids for same improvements; and <br /> <br />WHEREAS, proposals were received for Construction Staking and As-built Survey of <br />$29,770.00 from Bolton Menk, Inc. for same improvement; and <br /> <br />WHEREAS, pursuant to Ramsey City Council resolution #23-081 adopted April 25, 2023 <br />a contract was awarded to Northern Lines Contracting, Inc. of Hanover, Minnesota, in the amount <br />of $1,244,237.29 for said improvements; and <br /> <br />WHEREAS, as of October 24, 2023 $1,117,554.06 has been paid to date; and <br /> <br />WHEREAS, the Senior Engineering Technician has inspected the completed work and <br />recommends partial payment no. 5 to Northern Lines Contracting, Inc. of Hanover, Minnesota for <br />said project in the amount of $74,796.86. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) That the City Council are hereby authorizes partial payment no. 5 to Northern Lines <br />st <br />Contracting, Inc. of Hanover, Minnesota for improvement project #23-01 161 Avenue <br />Reconstruction, in the amount of $74,796.86. <br /> <br />2) That the City Council hereby accepts the project and authorizes the Mayor or City <br />Administrator to sign the release for this payment. <br /> <br />3) That the total amount of this payment is not included in resolutions approving payment <br />of bills for date of October 24, 2023. <br /> <br /> <br />
