<br />Councilmember Specht introduced the following resolution and moved for its adoption:

<br />RESOLUTION APPROVING PARTIAL PAYMENT NO. 3 TO DOUGLAS-KERR
<br />UNDERGROUND, LLC., OF MORA, MINNESOTA FOR IMPROVEMENT PROJECT
<br />#23-12; HY-10 RAMSEY IMPROVEMENTS
<br />
<br />WHEREAS, the City of Ramsey proposes to reconstruct the existing segments of Ferret
<br />thth
<br />Street, 146 Avenue and 147 Avenue within the HY-10 Ramsey plat; and
<br />
<br />WHEREAS, the City proposes to extend Ferret Street to connect to Bunker Lake
<br />Boulevard to provide a secondary access route to properties within the HY-10 Ramsey plat; and
<br />
<br />WHEREAS, the City proposes to extend sanitary sewer and watermain utilities under
<br />th
<br />147 Avenue and Ferret Street to allow all properties within the HY-10 Ramsey plat, which is
<br />located within the City’s MUSA, to be served by municipal utilities; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #21-349 adopted December
<br />14, 2021, the City Council accepted a design services proposal from Bolton & Menk, Inc. to
<br />update the Feasibility Report, prepare plans and specifications, and solicit bids for Improvement
<br />Project #23-12; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-054, adopted March 14,
<br />2023, the City Council approved the additional services to be performed by Bolton and Menk to
<br />complete plans and specifications, approved the construction services proposal submitted by
<br />Bolton and Menk, approved plans and specifications as prepared by Bolton and Menk, and
<br />authorized advertising for bids for said improvements; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #23-078, adopted on April 25,
<br />2023, a contract was awarded to Douglas-Kerr Underground, L.L.C. of Mora, Minnesota, in the
<br />amount of $1,398,953.30 for said improvements; and
<br />
<br />WHEREAS, as of October 24, 2023 $928,913.30 has been paid to date; and
<br />
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 3 to Douglas-Kerr Underground, LLC. of Mora, Minnesota, for
<br />improvement project #23-12, HY-10 Ramsey Improvements, in the amount of $271,356.82.

<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:
<br />
<br />1) The City Council hereby authorizes partial payment No. 3 to Douglas-Kerr Underground,
<br />LLC, of Mora, Minnesota for Improvement Project #23-12, HY-10 Ramsey Improvements
<br />in the amount of $271,356.82.
