Chairman Anderson stated Reilley Estates is designated as Residential Transitional in order to <br />bring the area into compliance with the City Charter. <br /> <br />Assistant Community Director Walther directed the Planning Commission to only take comments <br />regarding this property, as the City may be encountering a lawsuit on this site. <br /> <br />lvlr. Miller inquired to what extent the Plan is relying on the validity of Charter 14.2. Chairman <br />Anderson suggested Mr. Miller take that question up with the City Attorney or staff. <br /> <br />Doug Fountain, 15255 Garnet Street, stated opposition to public recreation trails and the <br />proposed 35 foot proximity to a residence. He said the recreational trails will invite criminal <br />elements and provide convenient access to homes. He stated an ordinance previously enacted <br />prohibits parking on City streets from 2:00 - 6:00 a.m. He indicated alerting the Police <br />Department regarding a vehicle which continues to park on the street near his home in this time <br />period, however, the issue has never been addressed by the Police. <br /> <br />Motion by Commissioner Kociscak, seconded by Commissioner Wivoda, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Kociscak, Wivoda, <br />Dempsey, Jensen, and Johnson. Voting No: None. Absent: Commissioner Nixt. <br /> <br />The public heating closed at 7:53 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />7:53 p.m. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Wivoda, to recommend the City <br />Council approve the Comprehensive Plan subject to the Metropolitan Council review. <br /> <br />Further Discussion: Commissioner Jensen stated concern regarding the water element in the <br />Comprehensive Plan. Community Development Director Sherman stated the water element <br />would be incorporated into the Plan after City Council review. Chairman Anderson requested <br />when the water study is complete that the Planning Commission have the opportunity to review. <br />Community Development Director Sherman stated that could be done as an amendment to the <br />Plan. Commissioner Johnson asked Mr. Schieb to comment on the trail plan, the need for river <br />access along Bowers Drive and the proximity of the trail to Garnet Street residents. Mr. Schieb <br />explained the regional objective is to create a continuous trail corridor, allowing the people of <br />Ramsey the ability to implement where the trail will be placed. The Plan shows a general <br />alignment of the trail.
