Councilmember Musgrove agreed and stated that there have been discussions in the past about <br /> wanting to have a better understanding about recycling in the community. She shared that they had <br /> discussed having a work session on this; however, it has not come back to the Council. She stated <br /> that there were questions brought up by residents earlier this evening concerning recycling so it <br /> would be good for the Council to discuss this to gain a better understanding of it. <br /> Councilmember Woestehoff stated that he does not disagree that they should have this discussion; <br /> however, he would imagine that the budget that has been approved already accounts for this. He <br /> noted that he would not want to have to fill the hole that this may create in the budget. He added <br /> that this also covers part of a salaried position. He stated that he is in support of discussing a <br /> recycling program and how they can make it better but we would not support not passing this <br /> resolution as an agreement for this year. <br /> Councilmember Howell agrees that passing the resolution and receiving the funds is a good idea, <br /> she just wanted to mention that she would like to have a bigger discussion surrounding this. <br /> Councilmember Specht asked about the deadline that this would need to be passed by. <br /> City Administrator Hagen stated that the deadline is the middle of November so there is time from <br /> the standpoint of the contract. He confirmed that the budget has already been set to include this as <br /> the contract has already been set through 2025. He noted that it would make sense to go into greater <br /> detail on this at a future work session. <br /> Councilmember Musgrove noted that part of this discussion can help the Council gain <br /> understanding of how much of the funding actually goes to the salaried position. <br /> Motion by Councilmember Musgrove, seconded by Councilmember Olson, to adopt Resolution <br /> 423-234 to enter into a Residential Recycling Agreement with Anoka County to receive SCORE <br /> funds for 2024. <br /> Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Musgrove, Olson, Howell, Riley, <br /> Specht, and Woestehof£ Voting No: None. <br /> 8. MAYOR, COUNCIL AND STAFF INPUT <br /> City Administrator Hagen announced upcoming meetings and events. <br /> Councilmember Riley reiterated that the priority lighting in the City does not necessarily mean <br /> that there are street lights on every resident's street, it just means that there are lights throughout <br /> the City that are at the priority intersections. He noted that it is the same for the storm water system <br /> as there are ditches and drains throughout the City that help drain this water. He stated that <br /> everyone in the City benefits from these things. <br /> 9.
