The existing groundwater wells draw water from 7 municipal wells <br /> ranging from 120 to 213 feet deep that draw water from the Tunnel City, Tunnel City- <br /> Eau Claire, and Tunnel City-Wonewoc aquifers. <br /> Water mains to service the site area provided within adjacent roadway right-of-way, <br /> and a preliminary review indicates that the existing infrastructure is sufficient for the <br /> anticipated development. For the proposed development, the estimated demand <br /> needed to support the new development is 146,864 gallons per day (based on the <br /> proposed 498 units, along with the existing church, yielded a total of 536 MCES SAC <br /> units for the proposed development). Assuming 2-acres or irrigated landscape will <br /> require 1-inch of water per week will require approximately 7,760-GPD. Using native <br /> plants and perennials for landscaping and stormwater features will absorb water and <br /> reduce the water demand for irrigation. <br /> Based upon the estimated demand, the existing city water supply is capable of <br /> handling the new development. Water appropriation for new wells or an increase in <br /> authorized volume is not anticipated for the project as the city's current system can <br /> accommodate the development. <br /> iv. Surface Waters <br /> 1) Wetlands— Describe any anticipated physical effects or alterations to <br /> wetland features, such as draining, filling, permanent inundation, dredging, <br /> and vegetative removal. Discuss direct and indirect environmental effects <br /> from physical modification of wetlands, including the anticipated effects <br /> that any proposed wetland alterations may have to the host watershed, <br /> taking into consideration how current Minnesota climate trends and <br /> anticipated climate change in the general location of the project may <br /> influence the effects. Identify measures to avoid (e.g., available alternatives <br /> that were considered), minimize, or mitigate environmental effects to <br /> wetlands. Discuss whether any required compensatory wetland mitigation <br /> for unavoidable wetland impacts will occur in the same minor or major <br /> watershed and identify those probable locations. <br /> The City of Ramsey requires a 16.5-foot buffer around all wetlands and <br /> stormwater ponds. The wetlands must be protected from disturbance and <br /> erosion during the construction process. Post construction, certain activities shall <br /> be prohibited within 16.5 feet of the wetland edge. The freshwater emergent <br /> wetlands on the site will be avoided, maintaining the existing function and value <br /> of the wetlands. <br /> If designs would change to impact wetlands, any wetland impacted would require <br /> Minnesota Wetland Conservation Act (WCA) approval with the City of Ramsey as <br /> the WCA LGU, and an US Army Corps of Engineers (USACE) Section 404 of the <br /> Clean Water Act permit. Wetland impacts would be mitigated based on current <br /> rules and requirements from the City and USACE. <br /> 2) Other surface waters— Describe any anticipated physical effects or <br /> alterations to surface water features (lakes, streams, ponds, intermittent <br /> Haviland Fields EAW 16 September 2023 <br />
