identifies strategies for reducing emissions in the three economic sectors with the <br /> highest emissions—transportation, electricity generation, and agriculture, forestry, <br /> and land use. <br /> The expected lifespan of the project is 50 years, which equates to an estimated <br /> 255,695 CO2e metric tons over the lifetime of the building (including both <br /> construction and operations phases). The proposer is committed to implementing <br /> the sustainability measures listed in Item 18.b.i. to reduce operational emissions to <br /> the extent practicable. The proposed project will be built in compliance with state <br /> regulations and City of Ramsey code. <br /> 19.Noise <br /> Describe sources, characteristics, duration, quantities, and intensity of noise generated <br /> during project construction and operation. Discuss the effect of noise in the vicinity of the <br /> project including 1) existing noise levels/sources in the area; 2) nearby sensitive receptors; <br /> 3) conformance to state noise standards;and 4) quality of life. Identify measures that will <br /> be taken to minimize or mitigate the effects of noise. <br /> Existing Noise <br /> The project site is in an urban area, and existing noise at the site is largely from the surrounding <br /> roadways. Nearby sensitive receptors include residences to the west and north. <br /> Construction Noise <br /> Typical construction noise will be temporarily generated by construction activities. The City of <br /> Ramsey Code of Ordinances regulates both the hours of operation for construction equipment <br /> and allowable noise levels. Construction of the project will adhere to requirements identified in <br /> City of Ramsey Code of Ordinance, Sec. 105-1, which states "It shall be unlawful to engage in or <br /> conduct any activity in the construction of any building or structure, or the laying of any <br /> pavement, including but not limited to the making of any excavation, clearing of surface land and <br /> loading or unloading material, equipment or supplies in any residential district of the city, except <br /> between the hours of 7:00 a.m. and 10:00 p.m. Monday through Saturday."A permit will be <br /> obtained from the City for work outside these hours.Additionally, all equipment shall be <br /> maintained and operated in such a manner to minimize noises as far as practicable. <br /> Operational Noise <br /> The City of Ramsey Code of Ordinances and the MPCA regulate noise. A noise study will be <br /> completed as part of the City's entitlement process to understand the existing and proposed <br /> noise conditions and identify any potential mitigation that may be needed so the proposed <br /> project complies with the local and state regulations. <br /> 20.Transportation <br /> a. Describe traffic-related aspects of project construction and operation. Include 1) <br /> existing and proposed additional parking spaces; 2) estimated total average daily <br /> traffic generated; 3) estimated maximum peak hour traffic generated and time of <br /> occurrence; 4) source of trip generation rates used in the estimates; and 5) availability <br /> of transit and/or other alternative transportation modes. <br /> Haviland Fields EAW 27 September 2023 <br />
