Haviland Fields Development
Finding of Facts and Record of Decision
Name Comment Response
green barrier made up of plants like white pines and
shrubs. I believe most the neighbors would agree with
the installation of a barrier.
Thanks
Rick Bailey My name is Rick Bailey and I live @ 5021 Xkimo Ct. A noise study will be completed as
Nw.,on the east side of 47 across from Stoney River part of the City's entitlement
and Lord of Life. From the letter we received it process to confirm that the
mentioned to direct questions and comments to you proposed project complies with the
regarding the Haviland Fields proposed development. local and state regulations.
My primary concerns with such a large development
are regarding noise levels. The noise pollution that MnDOT and Federal Highway
would result alone from the increase in traffic is part Association (FHWA) have published
of it(as 47 and 5 are already heavily congested) and studies analyzing the reflective
noise levels are high, and equally important/of affect of structures on adjacent
concern is traffic noise deflecting off of the buildings communities. As a vehicle travels
and into our neighborhoods. For example, when along a highway, it generates sound.
Stoney River was built, it unfortunately brought quite Tires, engines, and exhaust systems
a bit of additional noise into our neighborhood as are the biggest contributors to the
there is no existing noise wall in place. sound you hear.As the sound travels
My related question is if the development is approved outward, it interacts with the
to proceed, will there be/can there be a requirement ground, buildings, and highway noise
to build a noise wall on the east side of 47,to protect barriers.Sound can be reflected or
the existing neighborhoods? I'm also cc'ing a few of absorbed by these objects.
my neighbors in our cul-de-sac so they can hear any
updates/information and Deb Musgrove who is Reflections off a structure increase
familiar with our existing noise concerns. the level of sound by a small amount
Thank you on the opposite side of the highway.
In this case, you may hear both the
direct sound from the vehicle and
the sound reflected off the barrier.
Your experience of reflected sound
will depend on the vehicle type and
your distance from the barrier as
well as the angle of the reflection,
the characteristics of the ground and
terrain, distance, barrier dimensions,
and other nearby noise sources.The
noise increase is usually small and
may not be noticeable, but other
times it may seem louder because
the reflections make the sound of
each passing vehicle seem to last
longer. More information is available
at the following links:
https://www.dot.state.mn.us/enviro
nment/noise/studies.html
https://www.trb.org/NCHRP/Blurbs/
178305.aspx
It is unlikely that given the traffic
volumes on Hwy 47(approximately
12,000 vehicles per day in 2021)and
speeds (55mph posted speed limits)
that this situation would result in
noise levels that are above the city
15
