DEPARTMENT OF Metropolitan District <br /> nn TRANSPORTATION 1500 County Road B-2 West <br /> Roseville, MN 55113 <br /> August 31, 2023 <br /> Todd Larson <br /> Planning Manager <br /> 7550 Sunwood Dr. NW <br /> Ramsey, MN 55303 <br /> SUBJECT: Haviland Fields EAW <br /> MnDOT Review #EAW23-006 <br /> NNW quadrant of MN 47 and Nowthen Blvd/CH 5 <br /> Ramsey, Anoka County <br /> Dear Todd Larson, <br /> Thank you for the opportunity to review the Haviland Fields EAW.Please note that MnDOT's review of <br /> this EAW does not constitute approval of a regional traffic analysis and is not a specific approval for <br /> access or new roadway improvements. As plans are refined,we would like the opportunity to coordinate <br /> with our partners and to review the updated information.MnDOT's staff has reviewed the document and <br /> has the following comments: <br /> Right of Way <br /> The residential driveway connecting to MN 47 should be removed early in the construction process and <br /> should not be used for construction vehicle use. <br /> Please contact Mike Lynch,Metro Right of Way, at 651-234-7558 or Mike.lynch(a,state.mn.us with any <br /> questions. <br /> Pedestrian and Bicycle <br /> Currently there is a trail running NW, on the north side of CR 5, from the intersection of MN 47 and CR <br /> 5. There is also a trail running N/S on the east side of MN 47. MnDOT will be completing a mill and <br /> overlay of this section of MN 47 in 2028. Some trail connections and crossings will change at that time. <br /> As part of this project, MnDOT will be removing the pedestrian crossing on the south leg of the MN <br /> 47/CR 5 intersection. There are no destinations or sidepath in the SW quadrant, and the channelized <br /> right turn is hazardous to pedestrians without a clear destination. <br /> MnDOT suggests the developer work with the county to install a pedestrian crossing across CR 5 to <br /> Iodine St NW to provide access to the trail MnDOT recommends the developer ensure that the both the <br /> sidewalk ramps on the driveways and the ramps for the internal crosswalk through the parking lot meet <br /> American with Disabilities Act (ADA) standards. We also advise that the internal crosswalk and <br /> sidewalks around the building should maintain a Pedestrian Access Route (PAR) of at least 4 feet in <br /> width. Standard plans are available on MnDOT's ADA page here: <br /> http://dot.state.mn.us/ada/design.html. We also strongly recommend raising the street level to meet <br /> major trail crossings so that the trails remain level for their users and vehicles have extra reinforcement <br /> for giving pedestrian and cyclists the right of way. <br /> Page 1 of 4 <br />
