3. CITIZEN INPUT <br /> Derrick Lind, 15230 Germanium Street, came forward and shared a handout with the Council. He <br /> noted that he is representing a citizen advocate group for Anoka County that wants election reform. <br /> He stated that they have been focusing primarily at the County level. He shared his purpose for <br /> coming forward tonight is to introduce himself. He noted that they have had 30 people give 80 <br /> presentations directly to Anoka County. He stated that they are trying to reform elections and get <br /> them back to what they used to be 30 years ago. He reviewed his handout that contains their <br /> concerns with elections, including concerns with the electronic polling and voting. <br /> Councilmember Howell asked if the ask of the City is to hand count all election votes. <br /> Mr. Lind stated that he is not asking the City to do anything but rather just making the City aware <br /> of his citizen advocate group. <br /> 4. APPROVE AGENDA <br /> Motion by Councilmember Howell, seconded by Councilmember Olson,to approve the agenda as <br /> presented. <br /> Motion carried. Voting Yes: Mayor Kuzma, Councilmembers Howell, Olson, Musgrove, Riley, <br /> Specht, and Woestehoff. Voting No: None. <br /> 5. CONSENT AGENDA <br /> Councilmember Musgrove shared that the minutes from the Council Work Session on September <br /> 26 were narrative minutes as they did not have audio. She noted that these were not the typical <br /> minutes because of this. She added that there was a misplaced dash in the Council Regular Session <br /> minutes on page 3. <br /> Councilmember Woestehoff noted that the acceptance of withdrawal for the Anoka Ramsey <br /> Athletic Association Training Facility is on the consent agenda. He acknowledged that this has <br /> been in the papers quite a bit and shared that the Council is deflated by this outcome as they really <br /> wanted this to come to Ramsey. He thanked Dustin Reeder and Jen Niska for the work that they <br /> have done over the last year to keep their focus on what is important,which is the kids and playing <br /> sports rather than just the facility. He noted that if there is a future opportunity the Council would <br /> be happy to talk through this with them. He stated that it is a tough loss for the City. <br /> Councilmember Olson agreed with this. <br /> Motion by Councilmember Musgrove, seconded by Councilmember Woestehoff, to approve the <br /> following items on the Consent Agenda with Councilmember Musgrove's amendments: <br /> 5.01: Receive Cash & Investments for Period Ending September 30, 2023 <br /> 5.02: Receive August 2023 Financial Reports - General Fund, EDA and Enterprise Funds <br /> 5.03: Note the Following Boards, Commissions, and Committee Meeting Minutes: <br /> City Council/ October 10, 2023 <br /> Page 3 of 6 <br />
