Cindy Sherman <br />January 13, 1999 <br />Page 6 <br /> <br />· Communities without any [public-owned] aviation facility within its area [RAMSEY] (protect general <br /> airspace); <br /> <br />· Communities partially within an airport zoning district (protect general airspace plus the airspace <br /> immediately surrounding a nearby airport(s)); and, <br /> <br />· Communities within which an airport is located (protect general airspace plus the airspace immediately <br /> surrounding the airport within the City limits). <br /> <br />All communities, with or without any aviation facility within its jurisdiction are affected by requirements to <br />protect the region's general airspace. Under Minnesota Statutes 360, the state regulates the height of <br />structures; and, and they are defined and enforced under Aeronautics Rules and Regulations 8800.1200 <br />Criteria for Determining Air Navigation Obstructions <br /> <br />Subparagraph 4 identifies general airspace obstructions; item B states <br /> <br />"objects more than 200 feet above the ground or more than 200 feet above the established airport <br />elevation, whichever gives the higher elevation, within three nautical miles of the nearest runway of <br />an airport, and increasing in height in the proportion of 100 feet for each' additional nautical mile of <br />distance from the airport but not exceeding 500 feet above ground", is a general obstruction. <br /> <br />All communities affected by general airspace should include local codes/ordinances to control the height of <br />str :tures, especially when conditional use permits would apply. The comprehensive plan should include <br />policy/text on notification to MnDOT, as follows: <br /> <br />Notification: Any sponsor who proposes any construction or alteration that would exceed a height <br />of 200 feet above ground level at the site, or any construction or alteration of greater height than an <br />imaginary surface extending upward and outward at a slope of 100:1 from the nearest point of the <br />.nearest runway of a public airport shall notify the Commissioner at least 30 days in advance. <br /> <br />This local reporting is in addition to the Federal permitting/review process involving a sponsor/proposal <br />where FAA Form 7460-8 submittal is required. <br /> <br />B. Recreation Open Space - (Phyllis Hanson, 651-6021566) <br /> <br />This section addresses issues regarding the impact of the plan on parks and other open space. A review of <br />the plan indicates that the plan is complete for review in this area, but the following advisory comments <br />are offered for your information: <br /> <br />Regional Recreation Open Space facilities in Ramsey include the underdeveloped Mississippi West <br />Regional Park, Rum River Central Regional Park (currently being developed), and the Anoka County <br />Mississippi River (county boundary to the city of Anoka) Regional Trail. The MetropC~!it~ Council has <br />approved master plans for the regional parks, but not the proposed regional trail. <br /> <br />Ramsey and Anoka County Parks Department are encouraged to continue cooperating in the planning of <br />the regional trail for Metropolitan Council review and approval. As a minor comment, the park and trail <br />plan should show appropriate classifications of the elements and indication of the trail and park types in <br />the key. Of particular note would be the noting of the three regional facilities as regional. <br /> <br /> <br />
