CITY COUNCIL WORK SESSION <br />Topic Report: ACCAP Liner Housing <br />By: Patrick Trudgeon, AICP, Community <br />Development Director <br /> <br />Background: <br /> <br />On May 9, 2006, the City Council informally reviewed the proposal submitted by ACCAP to <br />develop a housing/retail concept in front of the municipal parking ramp. One of the things that <br />was mentioned, but not thoroughly discussed was the use of TIF within the project and the <br />reduction of some City fees. <br /> <br />Staff is still reviewing whether or not the project will qualify for a TIF District given the prior <br />"Green Acres" tax status. However, Staff would like receive direction from the City Council on <br />whether or not the City would be interested in utilizing TIF to assist this project if it is determined <br />that this property can use TIF. <br /> <br />ACCAP is also asking for a 25% reduction of some City fees. The fees include building permit <br />fee, SAC and WAC, and park dedication. This reductions will be above and beyond any TIF <br />assistance. <br /> <br />As ACCAP proceeds with their application for funding with the MHFA, they would like to <br />receive some assurances from the City Council that the City will provide financial assistance in <br />the form of TIF and fee reductions. <br /> <br />Action Statement: <br /> <br />The City Council shouM provide ACCAP with feedback regarding the use of TIF dollars and fee <br />reductions regarding their housing project in the Ramsey Town Center. <br /> <br />Reviewed by: <br />City Administrator <br /> <br />CCWS: 05/30/06 <br /> <br /> <br />
